Yes Earl, How are you?
B:
Three things. You called this morning about wheat for India.
K:
Yeh.
B:
Right now the Indians can buy anything they want to on wheat or corn,
old crop or new crop, no restrictions. The basic part of the face,
however, is if they contact the American grain exporters they have
been reluctant to make any commitments for export unconditional
saying that if exports control are imposed I'll need to cut back pro
rata along whatever line the government imposes. I think this applies
not only to the Indian buyers now but to any other purchaser and I
would think that after the President's announcement tomorrow night
in which he indicates that given the crop prospects we have, there'll
be no export controls, this condition would be greatly ameliorated.
K:
So can we advise them then to place their orders as quickly as possible?
B:
I think that's right. That's what we did when the Ambassador was
in my office here a week or ten days ago. He was in here with
Mr. Agerwoll who is head of the Indian Mission and does their
purchasing here. Our people think that Agerwoll understood this.
They doubt if the Ambassador understood what was involved here.
And I'd say go ahead and place their orders and it should be between
them and the exporting companies.
K:
Right. But what's your guess?
B:
What did you say?
K:
What is your guess as to how much they are able to buy ?
B:
Well, they said they wanted to buy 5. 4 million tons.
K:
Yeh.
B:
When Pat Moynihan was in the office here he had that figure 4 1/2 million
but our people at that time thought that they'd plan to get 1. 5 million tons
elsewhere than the US.
