condemns Israel but is quite specific in terms of sanctions and that
kind of thing.

Now, I am about to go up to see the secretary to review the situation
with him but I wanted to have a word with you. The Israelis
are coming
in around 12:30 and we told them yesterday obviously we are going to
do the best that we can and these changes that we've had
in
getting are obviously all in the direction that they would like. Now I
gather that from New York that one of the suggestions which was sent
up from you or from the White House is a change in operative paragraph
one which would term the action rather than the government as Israel. Is
that correct? Just SO I'm straight.

My own judgment for what it is worth Henry is this. If we try for that
as desirable as it would be I think we're in great danger and I owe this
to you of really ending up with this other
proposition which then
will force I think probably veto on our part and Christ another veto is
going to be fairly difficult. Moreover, what really worries me is that
athe Lebanese are way out on a limb on this one in that they have forced
the militants to accept these very important changes that we called
yesterday.
