I just called Zayyat to take his temperature, and the guy is in a
panic--he says he doesn't insist on having an assembly debate
and if I tell him not to have one, cancellit, and all he wanted
to do is to read his letter and if I tell him that's no good, he won't
do it, and I said why don't you go to the statusquo ante--he said if
I proposed that they'd kill me--

But he said if I had any proposal at all, he would get on the next plane

to Cairo, said, could I say that we stand for the territorial integrity
of Egypt, probably not, can we?

Well, territorial integrity of Egypt well no, I don't think you should
get yourself in that at the moment. You have told him what you can,
namely, we're for the restoration of the statusquo ante--

I know he is referring to the ultimate negotiation and they will interpret
that as you having given a commitment in terms of total sovereignty.
I think you have to stick to the formulas you have stuck to thus far,
namely, reconciling sovereignty and security onethe ultimate settlement.
K:
Look Joe can you think up, he pleaded with me to give him anything
tomorrow morning and I think he is looking for a face-saving thing
but you think of something I can say to him
S:
Right, that will at least be encouraging

If he wants to claim as a new initiative, even if it doesn't mean anything.
