TELCON Eban/Kissinger Oct. 6, 1973 8:25 a. m. K: I have talked this morning since we have received a number of reports. Are you aware of the mssage given to us last night? E: Yes. I received a message to the effect of this and what we fear they may be up to both in the North and South. Three hours ago, I was told to stand by and there would be further details. K: I want to bring you up to day on what I have done this morning. I received a call at 6:00 this morning. from Amb. Keating that he had been told there were these authentic reports and urging us to use our influence. I called first the Russians and tole them to use maximum restraint and we established communications for them to Moscow. I have called the Egyptian For. Min. and urged maximum restraint on him. We received a message from the Prime Min. through Amb. Keating in which she assured him the Israelis were taking no pre-emptive attacks. I passed this along to the Egyptians as well as to the Soviets and tole them this was our very urgent recommendation to the Israelis and we were happy to have these assurances and in these circumstances even greater restraint is needed. We set up communica- tions for the Egyptian to Cairo. He has talked to Ismail, He tells me naval reaction in the Gulf of Suez. If that is the case it would be very unfortunate; it is inside Egyptian waters. E: What is the naval action. K: Shooting. Israelis -- air and naval attacks. Given the urgency of the situation, I thought I should talk to you about it. If your people are doing this they will know where it is. I must urge you strongly not to have any Israeli operations in these circumstances. E: That surprises me. We have assurances of no pre-emptive attacks. Where can I reach you. K: You can reach me at the Waldorf. If those are busy call the WH. E: I will be in touch. K: We are passing all of your information routinely to Washington. E: Since we are here I would be happy to be in touch with you. K: Fine. E: Any information we will pass to you. We will take no initiative without telling you. END
