was simply that Dr. Kissinger made it clear that he is in constant
touch with the Soviet Union, the PRC, and all permanent members --
you know, constant touch was the line they used.

Is that the way you want Gerry and me to handle it?
K:
No, you can say we are urging in very strong way restraint on all the
parties, especially the Soviet Union.
Z:
Should I say anything about the message?
K:
No, no.
Z:
Okay. We are urging restraint.

On all parties. Don't ever mention another message between Brezhnev
and the President.
