D: So, if you refused it couldn't be made.
K: I threatened the President with that.
D: Makes you the second, perhaps the first, most powerful man
in the country because you could refuse to accept it.

K: Connected in a straight line from the White House, they can just
throw the switch when I am at the State Department.
