Sec. Gen. Waldheim/HAK
October 23, 1973/9:32a.m.
K:
Hello.
W:
Good morning Dr. kissinger.
K:
Hello Mr. Secretary General
W :
Welcome back.
K:
Thank you.
W:
I am sorry to disturb you so early I know you must be very tired.
K:
No, that's alright.
W:
Well, we are very happy and grateful for whatyou did in Moscow and I
only hope it will now help us to achieve real peace in the area,
K:
I agree.
W:
In this connection I have only to tell you that I talked about an hour ago
to the Ambassador of Egypt and he is informing me that Israel has broken
the ceasefire. He bitterly complained about it and he said that,
K:
Well, I have the same call from the Israelis.
W:
Yes, exactly. The Morning News also published the fact that on both
sides the fighting is going on and Egypt is requesting a Security Council
meeting for 12 noon. I discussed this with the President of the Security
Council and he says well, of course, he has no choice. He will convene
the Council for 12 noon. But, Dr. Kissinger, I wanted to tell you this.
We have been informed by the Nordic countries and also by the Canadians
and Austrians. They have sent 5 forces, we heard between about 4, 000
to 5, 000 soldiers of those Nordic countries plus Canada and Austria
standing by SO if you feel that we can help in this regard - because my
conviction is that as long as we don't have people, soldiers
there, as observers but even better at least keeping forces in a buffer
zone or whatever you want to call it as long as we don't have this I think
this fighting in one way or the other will continue as
K:
We are in favor of some United Nations force there. Let me get some of
my colleagues together and call you back.
