but I thought I should contact you. I had a visit from Al Zayyat and
he was asking me to come back to you because he is worried about what
is going on in Egypt. Fighting broke out. They have the impression that
this is beginning of a new attack against the 3rd Army and that is against
the Security Council resolution and then he said the 3rd Army will not
surrender. They will keep fighting. He was very emotional. Fir st
essential step is return of Israeli forces to line occupied on 22 of October
as demanded by the Security Council resolution. If this doesn't happen,
Egypt will have to extricate 3rd Army by other means. and no question
of POW exchange for any country
this is turning point. If Israelis
don't stick to resolution, then 'no chance to settle this matter once and for
all. And everybody recognizes this
and US has photographic evidence
of situation as of hours on 22 October. And no doubt. details of the
line. and then he asked me to put this matter to you as an essential step
in resolution. and he asked me to ask you that the US should prevail
upon the Israelis to take this step. SO that the
that has been started can
be seized in time. And this is the content of my conversation with him.
K: Thank you. I appreciate it. Well, I will get on it immediately.
W: One other thing. We have some problems. I remember what you
tole me. the Russians are insisting on having an East bloc country
K: I told Scali we could accept Romania.
W: We can proceed on this basis and also about the 70 Russians. I
have refused to integrate them in the observer corp and I told the
Russians I couldn't do it.
K: Exactly.
W: Scali mentioned the possibility of accepting twenty from both sides.
K: We don't rule that out.
W: I will wait until I get further notificati on from you.
K: That would be nice.
