TELCON Flanigan/Sec. Kissinger Monday, Oct. 29, 1973 4:35 p. m. F: I can't get that guy. K: I promised the Speaker I would get back to him. F: Tell him we are not yet ready. K: One thing I will not be able to live with is a bill that includes credits with a threat of veto. F: You mean a bill out of the House rather than from the Senate rather than a bill from Congress. K: Right. F: I have to tell you that is what you would get clear and simple. K: We will have to delay until January. F: Do we have to bite that tullet. If we can move Max it is conceivable we can get a bill without Title 4. K: We can't get Max. Call Jacob Stein. Call him and tell me what he says. F: Between now and then we will not change it. K: I will call the Speaker but when can I let him know -- tell me when I can't let him know. F: I don't know when we can turn it around. K: Peter, we will not approlove a bill we have to veto. And the speaker is willing to delay it. F: We hope we can get enough pressure brought on by the Community SO they will drop Title 4. When they get that connection, we will let him know. In the interim we cannot schedule the bill. END
