Telcon Amb. Robert McCloskey/HAK/JOE SISCO October 31, 1973; 12:30 p.m. McC: I got your word on the New York Times story, and I'll handle that. I've talked to one of the staff members who reaffirmed to me that Morgan will back it up. K: Yeah, Morgan said that's correct. McC: Now, in doing this, I'm certainly gonna be asked well what did you say about NATO. K: Say I thought it was an Executive session. I expressed our general views, with which they are familiar. McC: Okay. Anything new I should know about the Middle East? K: Not that I know. McC: Are you going to be seeing Mrs. Meir separately? K: Yeah, I'm having breakfast with her tomorrow morning. McC: Okay. One of the things I'm likely to be hit with today is atrocities against Israeli prisoners. I think George Vest has heard that Valeriani had some whiff of this from I don't know where. He hasn't done anything with it yet. K: Well, I wouldn't get into that. McC: Yeah, okay. I had done up a little bit more on Europe and I wondered what you think of it. K: No, I think we should just get off now. McC: Uh, huh. How about the point of consultation. Larry told me he was pulling together some material for you to use up there. K: Say that our own records show that we've had some most extensive consultations. McC: OK. I'll make a point. K: And if necessary we'll put out every conversation we've had, but it wouldn't really
