The Embassy doesn't know it - on behalf of Brandt and Scheel and Schmidt. And the basic message is that they would like to cooperate with the U.S. in the Middle East, and they don't know K: Why do they come to you? S: They don't know quite how. K: Well, my question is, what's he doing seeing you if that's what he wants to do? S: Well, I'm just describing the situation that arose out of Schmidt's call to me. I suppose Schmidt called me because I'm the person he's been dealing with. But at any rate they say that they have a great deal of sympathy for Israel's problem, they would like to be helpful, they don't quite know how. They would like the upper echelons of the Israeli community to know that they want to be helpful, but they feel it would be counterproductive for them in their problems with the Arab if they makelita big public thing. What exactly they would suggest is not clear although they, for example, think they might do through the Bundesbank in effect make available a line of credit line, say, $200 million, or something like that on a basis where the time of repayment is not a big issue and interest payments could be made, and SO forth, and in a sense have that credit flow via the United States to Israel. But that is a specific thing that is an example of an implementation of a general stance. I talked with him some and thanked him and said this is really, you know, not for me particularly. This is Mr. Kissinger's bailiwick and I'll call him and see where we go from there, but it sounds to me as though they are in a way responding to things that you said and they want to get themselves into a posture where Germany is collaborating with the U.S. K: No, but do they want to talk to me, or do they want me to give you XIXIX a message? S: They want to be in touch with the government here and I'm sure they would like to talk to you, and Poehl is here, he's available to come over there if you'd like to see him and sort of take this over, or if you would like to have some two or three people try to see what kinds of things in the light of this might be thought of, we can do that. K: Well, that I would like, anyway. Well, let me see whether I can find a minute. I've got about an 18 hour schedule.
