I have talked to our people on this fleet movement and they say they
don't want anything particular from you that isn't entirely technical.
What they want is to send an airplane to Diego Garcia to pick up mail.
C:
Well, there's no problem about that whatsoever.

Yeah, but their view quite honestly is that you're building it up, and
there is nothing there.
C:
Really, it was your Defense people that built it up and discussed with
my Defense people. They got off the diplomatic net.
K:
O.K. By all means see Rush. Rush will urge you to get in touch with
Moorer. And Moorer is instructed that if any difficulty at all just to
use alternative means.
C:
No, there is no difficulty at all. This xx has all sort of got out of
control.
K:
Because what they tell me all they want is a facility to pick up mail.
C:
We've got that with the greatest of happiness.
K:
And the only other thing they might conceivably ask for is if a
British fleet shows up is to station some reconnaissance planes
in Diego Garcia to follow them.
C:
Well, fine. We are doing some refueling too, as you know, but I mean
it's all perfectly alright. Well, thank you for letting me know. They are
very unhappy, Henry, about the continuing grumblings coming out from
here and the lack of confidentiality. You know after our meeting the
other day with major ambassadors, which seemed to me to go very well,
UPI within two hours had a thing on the tapes saying it had all been very
bad tempered and disagreeable, etc.
K:
Yeah, but where did that come from? Not us.
