K: Two things: I am not sure that those two paragraphsyou cut out
of the speech -- they are a little over stated on the foreign policy
on page 2.
S:
We
can
put
them back in. It seems SO narrowly focussed I did
not see m to think we should bring foreign policy back in the thing.
K: Yes.
S: It is not a broad speech. It is very narrow. But if you would
like them back in it is no problem.
K: If you said something while the resumption would reduce shortages
we cannot plan the future on the capriceso of far away governments
--
something like this. That is h why I announced.
S: Right.
K: He called me and he wants to send a special emissary to Saudi
Arabia to get them to turn the oil on.
S: Oh?
K: He does that and he is in deep trouble with me. We cannot have
this now.
S: Oh, no. That would be the worst xhxxxx possible thing to do.
K: Besides, aid will be refused. It will put us in the position
of the supplicant.
S: Exactly the wrong thing to do. Where do you think he got that idea?
K: Probably from some of his oil friends. No sense worrying about
it. He will calm down, don't you think?'
S: I would hope so. Goodness. That would be a disastor.
K: Sisco came in and said he is resigning because I will not give him
that job and he has been offered a college presidency.
