D: Well, I will mention not to speak because I know in the
status of forces agreements we will not be discussing
anything beyond the line of the pre-67 war -- they want to have
half the Golan Heights.
K: What I would recommend, though -- just for your consideration.
Sadat seems to think that if Kinetra could be put under Syrian
administration don't answer me now -- and from my conversations
with Assad, I think you'd be better off if you could
two kilometers beyond the October 6 line - to the UN - not to
them - but not let them come all the way forward.
D: of course not. I passed to Israel your idea about the UNEF
buffer zone -- what you told me yesterday. I think
K: Well, I think the Syrians would be happier without them.
D: In any event whit what I think -- the thinking in Israel is
that there would be nothing that would be going beyond the
pre-Yom Kippur war and that the buffer zone will be beyond those
lines, but I don't want to say this beens because right now
they are still discussing it. I'm not sure

D: Mr. Secretary, can I ask you something about your
about Mr. Sisco. He was today at the Subcommittee of the
Foreign Affairs Committee on the Middle East, and I'm not
criticizing
K: Criticize him if you want to.
D: Well, I wonder if you have any information. He said that
the number of Israeli prisoners in Syria is SO small -- much
less than the Israelis anticipate -- "When they hear the
number, there will be such a hue and cry in Israel."
