TELECON Mr. Kubisch/Secretary Kissinger March 7, 1974 7:20 PM (Missed the first part) K: I do have this problem in Quito. I could go down there on Sunday and come back on Wednesday. HAK: I just wondered about calling in Ambassadors without discussing it with anybody. K: It would be a natural thing to call them in and tell them about our plans. I can tell them if we invite them and tell them what the purpose is on the 17th and 18th. HAK: The advantage of that is what? K: First, it's faster. We can get it (cable) out right now. Second, it gets them coming in and gives me a chance to talk to them about this meeting. Third, it enables them to get a reaction from their capitol. HAK: That is clear get a cable from me. First, I've got to I've no objection. K: I can come back within mid-week. HAK: I've going off next weekend, SO you better come back. K: What we can do is send a cable from you to key Foreign Ministers. HAK: That would be good. K: And give them the arrangements. HAK: Good. END
