I'm sure you are very busy with your trip to Moscow and I've only to wish you the best success K: Aren t you nice. W: I hope everything goes well. I congratulate you on your press con- ference. I saw part of it and I read carefully what you said. I think that this trip to Moscow will be very helpful because I do have the feeling that our friends there are getting a little worried and I think your trip couldn't be better timed. K: Well I think, too, it is at a good time. W: Mr. Secretary, I have a few points which I wanted to mention to you. First of all, things are going quite well here; we have things under control. The Security Council this year is easier to handle than last year because of the new composition of the non-permanent members. They are more. they are not as actually, I'11 put it this way, in asking for a meeting for we had informal consultation a few days ago, as you know, on the request of Malek and the Russians, and the three main items which were mentioned, the ceiling of 7,000 troops per unit, Malek is worried that I could go beyond 7,000. I calmed him down. I told him that this is not my intention, that 7,000 will be enough. Of course, if we had a new situation in Syria, for instance, it could be that we need more, but as far as I see it, if there will be no new situa- tion we could even handle a possible Syrian bumperstorm (?) with the troops over there. In other words, we could dispense without any problems, two or three battalions which are now in the reserve in the tidal area to Syria in case the U.S. would succeed and that there is a similar solution that we had on the Egyptian front. K: D.K. W: So he was very satisfied with this. Then there was the question of the mandate for units in Egypt.
