TELECON William Colby/Secretary Kissinger April 23, 1974 7:45 PM K: Bill. C: Yes, sir. K: Where are you. C: I'm home. K: Good. Like to see your staff visably occupied. Look, I have to meet with the congressional leaders tomorrow. This should have been done earlier, but we didn't. I need the figures. Now, not matter how inaccurate they are on what foreign assistance North Vietnam is getting, both civilian and approximate dollar values. And the same for Cambodia, which is even mushier. Now I know your figures are mushy but the figures are going to better than anything I can invent and I think the most presuasive argument we can make in this town is to proof how world Communism XX is uniting, that we will not have detente in Vietnam. C: We'll give you military and civilian separately and then totalled for X North Vietnam. K: But can I have it by 7:00 in the morning? C: Sure. OK. K: Scowcroft's office. C: Alright. K: Gives me also a good check on when he gets in. C: I'll have them at the sitroom. K: Have them in the sitroom, broken down into quantities because if the dollar value is hard to x figure and if you can yiex give me some idea how it compares to what we put into South Vietnam. Well, hores hopefully it will prove that more is going into North Vietnam. C: No, it won't. K: No sense having an intelligence system if it comes up with such confusion.
