K: I don't want that. S: We will pull that back. K: You cannot send things to Congress without telling me. You : gave him numbers? S: I gave him the numbers of 72. K: He just wanted a simple three pages that we are a tough administration. S: S-- T. I was told he wanted something on the military balance. I wanted to verify it with you but could not
