K: I am assuming you are working on the detente statement.
S: Yes.
K: I want a combination of Pacem In Terris speech and the finance
Committee. A very thoughtful analysis of the strategic thing. I
don't want to be the leader of the left wing. I want to get into the
middle.
S: I have been making that point in these meetings with McCloskey
and Laise.
K: I don't have to be very emotional about it. Very cool and
analytical. Along the lines that the Foreign Relations Committee
will like it because it is for being for detente.
S: It could be a real trap.
K: Could also be a good opportunity.
S: But you don't want to be driven to their position -- Fulbright's
position on the defense budget.
K: Nor Schlesinger's. If I come out with a good tough position which is
to the left of Zumwalt I can afford to be on the right of Fulbright.
S: Right Holton told me you wanted pieces for use by Les Arends
and I used in a rough form some of the numbers in Lodal's chart.
He seemed to think you had used that with the leadership.
K: I don't want that.
S: We will pull that back.
K: You cannot send things to
Congress without
telling me. You : gave him numbers?
S: I gave him the numbers of 72.
K: He just wanted a simple three pages that we are a tough administration.
S: S-- T. I was told he wanted something on the military balance.
