K: Alright you call the Ambassador and you give him the message. I: Hartman is calling him right now. K: That isn't the message I want. You mean Hartman is going over there. I: No, he's just calling him. K: Hartman did not do it right. I: He did not. K: For what reason. I: Because he has some concern about this man's connections and he thought that Joe should get to the top people and we have given those instructions and I talked to Joe and also sent a message. K: I would like to raise this question with you Bob. When you or I give an order who the hell are these guys not to carry it out whatever their concern is. I: I think they ought to raise it if they have it anyway at the time and not later. K: I want to know whether Sisco has got an appointment. He is to demand an appointment. If he cannot get it within the next hour you are to call in the Turkish Ambassador. You are to tell him exactly what Sisco has been instructed to say and you are to do it in very firm XX language. I have just talked to the President. He is fully behind this and it is to be done by 2:00 your time and there can be no possible slip on it. I want a call put to Sisco I want to find out where it stands. I: Are you going to call him or do you want me to. K: You call him. No Bob I do not accept the proposition that subordinate State Department officials cannot carry out instructions. It is not acceptable to me.
