What in the XXX name of God is so hard about it. An FSO-8 should be able to prepare it. Nothing makes it any easier, three days before or three weeks before. I left that for you with Rifai I told him A) we are in general concurrence and willing to talk about this and secondly, there is a question about how these things can be done. What I really talked about was we have the Law of the Sea problems and secondly, he talked about arms, but he said he thinks he can explain why all of this war talk is coming out of Israel. He says they need this to generate the kind of professional preparations calling new up and that sorts of thing; X provisions to get weapons, tanks ready. I think this is a government that is politically afraid to get caught with their pants down. I found it a rational explanation X but from an international view point, it is difficult. K: Take a look at NEA and if Atherton can't perform, we'll have to replace him. S: I'll have a look and I'll do my best. This is my first love and I want to please you and do what you want me to do. K: I know that. But now the problem is, here we have Fahmy coming on Monday and what are we going to discuss in the economic session, but why aren'txs the invitations even out for a dinner for him? And it's too late. S: That is true, it is late. One of the difficulties is they aren't clear in terms of when he is going to be here. K: We could just pick Tuesday. S: I think you should, that is, they suggest a working luncheon but you have to decide what you want to do socially.
