When Gromyko was here, he raised this question. There was
nothing specific. In looking back through now, there is a question -- is
it possible to conclude an agreement? Is it more difficult?
K:
It would make it more difficult. The easiest is to go unilaterally
with whatever regulations and then discuss reciprocity.
D:
I am not familiar with it.
K:
That is my problem. I am not familiar with it either.

You can find out, and tell me tomorrow evening.
K:
We will discuss it tomorrow night. If that doesn't work, we
will make some other time. I will give you a call before the end of
the day.
