V: I just got very urgent instructions to inform the President through you that
in view of the latest development in the subcontinent the Soviet representative
in the Security Council is getting the instruction to put into consideration of the
Security Council the following draft resolution. I would like to tell you what's
in the draft and I will send it to you.
"With a view of re-establishment of peace in Hindustan subcontinent welcomes
the
and experiences hope that both sides would comply with
ceasefire which would ensure an immediate and unhindered

to the people elected in September 1970 and ensure

in this region.
"Calls for immediate ceasefire and end all military activities in all Pakistan
and line of 1965 in Kashmir. Welcoming in this respect a statement by the
Government of India their decision to end military activities in this region
beginning 1430 GMT, Dec. 17, 1971, and urges the Government of Pakistan
to immediately adopt a similar decision.

V : Immediately I don't know how they will do it now.
K: We will handle it -- We will deal through normal process.
V: The Pakistan Govt. has made streng statements on their part because they
don't want ceasefire on Western border.
K: We will use our influence to get them to do this. I don't feel your
resolution is acceptable in this form.
V: Do you need it wxixx written?
