The President/Mr. Kissinger
Sunday, July 12, 1970
2
K:
On the Middle East. I haven't seen the exact text yet.
P:
No but I mean the papers indicated that. Because he at least
brought in the Russian thing. That's what matters Henry. Unless
you bring the Russian thing in there is no stroke as you know. The
difficulty with State and this is not Sisco, but Bill and the others
always talk as if this is Arab/Israeli. By doing that we lose the
game. We have to put the Russians into the game.
K:
That's the essential ingredient.
P:
That's what we did.
K:
And that's the only way we are going to get it to a solution.
If we could schedule the NSC meeting on the Middle East on
Thursday or Friday because we are having a wrap-up preliminary
meeting and I think we will have a better paper for you then.
P:
That's what I was thinking of. Friday. Then just go Friday
on that. And also it's good to let the word get out that we had a
meeting on the Middle East. Keep these people feeling
a great psychological game we play now and I hope that Javits gets
his letter in damn fast.
K:
Oh that will be in by Wednesday night.
P:
Will it, good.
K:
That's what he said. I'll schedule the meeting with Rogers
first thing in the morning. I'll put it on the schedule and then I'll call
him.
P:
See what he would like. If the morning is full then have it at
3 p.m.
K:
I meant I would get it scheduled first thing in the morning.
But I think he would probably prefer to spend the morning in the
Department.
P:
3:00 in the afternoon sounds good to me if it is good for him.
K:
I'll schedule it for that time.
P:
I was looking at the news magazines and I saw that Life had a
article in their front cover a piece something about the fact that
Cambodia was a country in itself not our
something about a
disaster
That was probably written two or three weeks ago.
