K: But now that they are seeing that the public reaction is not yet
SO
bad - is not yet as bad as they feared it was, now everyone is tracking.
So we are - what you say is absolutely right. Incidentally we thought
that when we went through a list of questions and answers that the
Departments might be hit with tomorrow we thought that a brief factual
statement of just what the legal basis is, not put out under anybody's
name but just put out by the State Department, to which everyone
can then refer rather than answering questions.
P: Yes that's right. The State Department covers that. I have nothing
to say on that gentlemen and what's the next question.
K: Exactly. XXXX So what's the legal basis? The State Department
will -
P: Incidentally we have to be sure khatx that Ziegler know, he will do
it,
I want him to understand that I do not want him to go one iota, tiny, word
beyond what State says. The Statement from Defense is enough Henry.
I don't think Ziegler needs to repeat the statement from Defense - that
the White House does - is that clear?
K: Absolutely.
P: Does he understand that?
K: Absolutely. Tonight there will be a very very brief statement from
Defense and tomorrow there is that factual statement from State which
doesn't defend anything - which only speaks about the legal basis and we
went through all the questions and answers. Everyone is on line and
the answer to the question ixsx in general is the State Department - this
is already covered in the following statement.
P: Do the North Vietnamese or ARVN think that they are doing all right
in Cambodia? They are not concerned about their casualties are they?
K:
Oh no. no no XXXX Their casualties aren't bad. They are about
at the ratio of 8 to 1 in their favor.
P: How many South Vietnamese are in there - about 10,000?
K: Yes and we haven't used any air lift yet. All together eventually
there will be about 25,000 in there.
P: How many are going to be in this?
K: 22,000.
P: 2 divisions, approximately.
K:
Approximately. Wxxx They can put as many as 30 in.
