M: About the future operation, exactly what their vlans
are in Phase 4.
K : Phase 4 is the one they are in now?
M: They are in between
they change. They did have
four phases and they went to three; now they've gone back to
fourand even five. So I've asked him about eight or nine ques-
tions just to get this in perspective so he is going to get
Bunker and go over and talk to Van and Thieu like they did
before, tomorrow.
K: Right.
M: And I will have that message for you, I am sure, I am
on my way to the office right now and I'll send it right over to
you.
K : Okay. Now how about this air business we were talking
about which the President is also getting pretty restless about.
M: Well it is the same story. The weather. There's no
point in going in there if you can't do a good job and that is
just a thin slice of clouds right over the North Vietnamese
panhandle and I'll give you a report on that here in a few
minutes, the latest report.
K: Right. Do you think you'll get it in before the
expiration of this latest authority.
M: Well we're sure going to try awful hard; I've passed
the word down the line what the situation was back here
And
they understand. The people that are going to do it understand
what the problem is.
K : Yeah, because the President frankly was on the verge
of ordering it last night no matter what happened, uven if only
one plane got through. It's obvious that if we do it we should
do it right.
M:
Sure, I think so.
K :
And having waited this long
M: Well, let me check on it
I'll check on that again
but
you know, might only be able to do it half or day or
