Laird has to sign it and Rogers is fully informed.

Sure. This is simply the carrying out of what we agreed to the
other time.

I think myself, the main purpose it has -- I am not concerned about
the domestic reaction here is going to be -- in my opinion is not
going to be too significant. I don't know -- we've done it
before
though,
I think that's the point don't you agree?
K:
That's right. It is a warning to -- basically the North Vietnamese
will read it as a warning to be very careful.
P:
That's right. It will be a warning to them to be careful about coming
over the DMZ or a crack at Khesanh or something.
K:
Exactly.
P:
That's the real point of it, that's why it is necessary.
K:
Exactly.
P:
And that outweighs any consideration in my opinion.
K:
And we have to fact it -- we're not going to get that quickly another
crack at them now with the Party Congress starting next week -- I
mean the week after next.
P:
I know.
K:
That will knock out two weeks of it and by that time we ought to have
advanced on SALT.
P:
That's right. Okay, fine.
