The Spanish Base Negotiations
3:00 pm today
In February you decided that, in negotiations with the Spanish on
our future military presence, we should seek to retain as many
of the present and desired military rights and facilities as are possible
within the limits of a sustainable quid pro quo. NSDM 43, recording
your decision, is attached at Tab B. The immediate consequent step
which you also approved at that time was to secure inter-agency
agreement on the nature and extent of the quid pro quo which could
be offered in the negotiations, sustained over the term of any agree-
ment, and which will avoid an impasse with Congress. I asked the
Under Secretaries Committee to prepare a memorandum to that
effect.
Under Secretary Richardson has sent you a memo, for your approval,
which sets forth the possible quids pro quo for use as guidance by
Secretary Rogers in his exploratory discussions March 17 and 18
with Spanish Foreign Minister Lopez Bravo (Tab A). Further and
more detailed recommendations will be sent on the quids pro quo
and consultations with Congressional leaders following Lopez Bravo's
visit.
There is very little tangible quid pro quo which we can offer the
Spanish. The items of primary importance in the negotiations thus
are those which will serve to build Spanish good will toward our
continued presence. Fortunately, the Spanish seem to have achieved
a more realistic assessment of our ability to offer them sizeable
sums of direct military assistance. The following indicates the areas
in which we can offer some positive help to the Spanish:
