56. ISRAEL : The isolated actions perpetrated inside ISRAEL
have been mainly the work of groups from the West Bank, carried
out against conspicuous civilian objectives, with the purpose of
achieving impressive publicity results, e.g. hand grenades with
delayed action fuzes in garbage cans in TEL AVIV and JERUSALEM
and apparently the explosive-loaded car which blew up in JERUSALEM.
The number of terrorist groups involved in these incidents is very
small. The Israeli security authorities have succeeded in running
to earth the groups which carried out these actions, with the exception
of the latest case, viz. the car which exploded in JERUSALEM.
IV. ATTITUDES OF THE ARAB STATES
JORDAN
57. JORDAN serves the terrorist organisations as their major
point of departure and sanctuary. There have indeed been Arab
declarations to the effect that JORDAN is the "Arab HANOI".
The Jordanian sector of the cease-fire line is the longest and in
JORDAN there is the largest concentration of Palestinians
outside the Israel-administered territories. This concentration
of Palestinians is far larger than any in the other Arab states.
58. The Jordanian authorities have realised that the terrorists
are as it were an inescapable fact of life and that they and have no choice
but to find some form of modus vivendi
withthen
to
take
advantage of them for their own political interests. JORDAN's
official stand, as expressed by King HUSSEIN and others of the
country's leaders, is that JORDAN feels she has no right
to obstruct the actions of "people striving to liberate their homeland".
Furthermore, the Jordanian authorities are to a degree in
favour of sabotage and terrorist action against ISRAEL, but
would prefer to have greater control over it. The terrorist
organisations enjoy almost complete freedom of action in JORDAN,
are able to establish bases and to move about freely carrying
arms and wearing uniform ( except in the cities). They are free to
execute operations from Jordanian territory and receive full support
from the Jordanian Army for this. It may indeed be said that the
organisations in JORDAN have become 11 a state within a state".
