/ 31 THE SECRETARY OF STATE WASHINGTON 10140 July 3, 1969 SECRET MEMORANDUM FOR THE PRESIDENT Subject: Additional Military Assistance for Korea Recommendations: That you authorize the provision of $88 million worth of materiel to Korea. Approve Disapprove That you authorize the funding of this additional assistance by an amendment to the present FY 1970 request of $375 million for the Military Assistance Program. Approve Disapprove Discussion: On April 19, 1969, the Joint Chiefs of Staff wrote a Memorandum to the Secretary of Defense on the basis of which he approved a package totaling $108.1 million to be funded by a FY 1969 Supplemental MAP Appropriation. This Memorandum is enclosed, because it provides a clear rationale for this additional assistance. In particular, it points out that the North Korean Navy appears to have a tactical advantage and the North Korean Air Force to be clearly superior to the ROK Air Force. It also cites the continued aggressiveness of North Korea as indicated by its continued infiltration campaign, and the number of incidents along the DMZ, as well as by the shooting down of the U.S. EC-121 aircraft; the expansion in the number of North Korean personnel especially trained for armed infiltration; and Kim II Sung's declared policy of "revolutionary struggle" in the South.
