I am not sure whether I called you after we discussed
the bound copy of the President's memo on the Hill vs. Time
case that you sent to Julie as a wedding gift. In talking with Julie
she said that she remembers it very well and has it and also said
she had written a letter at the time, so I guess all is well.
Perhaps in the confusion of Julie's wedding, Christmas,
the Inauguration and the move to Washington you did not have an
opportunity to see her note.

Please do not think this letter to be presumptuous, but I want you to
know that the College trustees have invited Mr. David Packard to
consider membership on our board. Mr. Packard was kind enough to
tell me by phone that he would consider the invitation, and I have asked
Mr. Robert Kennedy and his brother to continue the conversation with
Mr. Packard. I also spoke with Mr. Kendall, but Don didn't know him
well enough to intercede.
I am wondering if in some subtle manner you could let Mr. Packard
know of your great interest in our College. Surely, if he were to come
on our board the College would profit greatly from his administrative
ability, his philanthropic endeavors and his interest in higher education.
Our best wishes go with you in your forthcoming trip to The Chinese
People's Republic. We also wish you success in the Fall elections.

PRESENTATION BEFORE THE RICHARD NIXON FOUNDATION
IN FAVOR OF THE WHITTIER SITE
Mr. Chairman, members of the Richard Nixon Foundation:
Thank you for permitting me to appear before you. I feel
very comfortable in your presence because I have met many of you
personally, and, of course, Whittier College does have a special
relationship with three of the Foundation members--Don Kendall,
Hubert Perry, and Clint Harris, who serve on the Board of Trustees
of the college.
As President of Whittier College, a small (2100) independent
liberal arts college--comparable to our sister colleges of Occidental
and Redlands--it is only natural for me, and proper, to believe that
the Whittier community should be the site of the Presidential Library-
Museum Complex. We would not deny the tremendous advantages which
would accrue to Whittier College in fame and reputation to be located
near this center of scholarship and international prestige. It is
also true that Whittier, through its Nixon Institute concept and the
proposed four Richard M. Nixon endowed chairs-one of which is already
endowed for $500,000--its membership in the Urban Consortium, its
tentative agreement with U.S.C. for a Ph.D. program, and its Oral
History project, the latter designated by your Foundation, already
has progressed in contributing toward co-operative scholarship and
research among and between colleges and universities of this area.
But rather than as a college president speaking to you about his
college and community, I should like to speak to you as an American
historian and Professor of History. Located in the Whittier area, the
Presidential Library-Museum Complex would be accessible to a huge
population and to more than forty colleges and universities, both
undergraduate and graduate. What is even more significant to remember
is that graduate students and scholars come to the source of their
materials. If they are Nixon scholars, if they are students of
twentieth century America and our constitutional form of government,
they will come from around the nation and from foreign countries to
study at this center.

Therefore, the center will be national and international in
scope. Graduate degrees can and will be granted by dozens of
universities throughout the country on the basis of dissertation
research completed or carried on at this Library.
The broader aspects of the Library-Museum, the educational
value to the public, will be obviously incorporated in your plans.
The center must be for all the people and not simply for scholars,
so that more Americans can come to appreciate the greatness of their
country through its leaders and institutions. A sense of history,
a sense of pride and understanding are essential ingredients of a
nation's continuance.
Historical scholars, in particular, and the public in general
expect their President to have roots in a specific place. When one
thinks of Lincoln, one thinks of Springfield, Illinois; of F.D.R.
and Hyde Park; of Truman and Independence, Missouri,
Richard M. Nixon, the President of the United States, has
chosen the portraits of three former Presidents to be placed on the
walls of the Cabinet Room of the White House to serve as examples of
greatness and inspiration. Two, hanging side-by-side, in their
lifetimes were old personal and political enemies, yet each
represented the best of America--Teddy Roosevelt of New York City
and Oyster Bay, and Woodrow Wilson of Princeton and Shadow Lawn.
The third portrait was a close personal and political friend of
Richard Nixon: Dwight David Eisenhower of West Point and Abilene,
Kansas. Roosevelt's papers are scattered. Shadow Lawn is only a
memory. But Eisenhower's records are intact at Abilene.
As Foundation members, you have been charged with a peculiar and
almost sacred duty. When you select the site of the Presidential
Library-Museum Complex, you are not simply selecting a geographic
area; you are consigning Richard M. Nixon to history. His name, his
life, his deeds become the property of the American people for all
time. Consign him to history in a place where he belongs, surrounded
by a familiar environment, in an established community, in a heritage
of humble beginnings, in a place alive with memories and the roots of
his greatness. Here in Whittier, where Richard Nixon grew up, went to
school, and practiced law, here is the proper atmosphere for scholars
and students to come and to work, and for millions of Americans to
come and to learn about Richard Nixon and American history and govern-
ment in the twentieth century.
