As mentioned In an earlier memorandum, RN is
anxious to have calls made to each editor and publisher in
towns where he is planning to appear to ask their advice as
to what he should discuss. He wants similar calls made to
Republican Congressmen and Assemblymen where practical
and appropriate.
Hugh Flournoy has questioned this procedure on the
basis that it could be potentially damaging to the Nixon cause
by raising the specter of Nixon trying to tell people what they
want to hear, rather than what he thinks.
If the contact is properly made, as It always has been in
each of Nixon's earlier campaigns, this problem should not
arise. The approach to the editors and publishers should be on
the basis of Mr. Nixon being interested in their evaluation
of what people in their areas are most concerned about, what
their general interests are, and what their attitudes are towards
the campaign as It is progressing.
This is an important part of the pre-visit research planning
and should definitely be done. Please confirm that the Research
Department will handle this as a part of their process of preparing
RN's material for each trip.

May I please have a report on Key program
activities to date with a run-down on how many letters have been
sent, how many run, etc. ? Also, a set of clippings of those letters
which have been run.
Will you also arrange to give me a continuing
report along this line on the 15th and 30th of each month? This is
primarily for RN's information.

Committee meeting that one of the UCLA professors mentioned that
he gets ten times as much stuff from Brown as he gets from us.
I wonder if you could try to contact this professor
and ask If he would be so kind as to forward the material he gets
from Brown to our Research Department for review and possible
action.
RN said the professor who mentioned this was the
heavy set one who sat in the big chair.

The California list for RN autographed "Crises" looks OK
to me.
I wondered about adding the new Nixon County Chairmen, the Northern
and Southern Vice Chairmen, and other campaign leaders, but I
guess this is probably going too far. If we don't add these people,
I don't think we should add the GOP County Chairmen or Party
hierarchy other than the four you already have.
One possible exception might be the addition of Ruth Watson.
As far as crossing any names off your list, I don't feel qualified
to do so, and trust Finch and RN will take care of that.

Dear Bill:
As a matter of procedure, I would like to
suggest that you follow the same routine as we do here on
letters that arrive at your headquarters addressed to RN'
We do not answer these letters, but merely
transmit them directly to the Mail Office. This address is
P.O. Box 6539, Los Angeles 55, California, and I assure you
the letters will be promptly processed.
I think It is a mistake to have any member of the
staff answer a letter addressed to RN indicating that he is
sending it to RN for immediate reply. This creates a problem
since a great deal of the mail addressed to RN is routinely
handled with answers from other members of the organization.
This, however, must be centrally controlled by the Nixon
Mail Office.
We are putting out a new procedure memorandum
on mail handling which 1 think will clarify this and other points.

As much advance notice as person working with RN has will be
provided News Bureau that such statement is coming.

Questions on copy should be checked with Al Moscow or whomever
he designates. Al Moscow, or designated person on any
particular excerpt or statement, is to be available for consul-
tation (or word left where can be reached) from time suggested
material goes to RN until it has been stencilled and run and he
is so informed.

News Bureau will pick up final copy and deliver to Sammy
Sammelman, with as much advance notice as possible, with
COMPLETE instructions on heading, release date and any other
particulars, i.e. number of copies to be run and distribution
method.
News Bureau has basic responsibility for timing, content and
production of all releases.

1)
One of our best newspaper contacts in Sacramento suggets that Brown
is especially vulnerable to attack on his move of putting draw poker on
special call. This contact feels this is a phony move in that the
draw poker matter has been considered at the regular session for years
and no action taken, and the Governor obviously knows no action will be
taken during the budget session. He could be attacked on the basis he
put draw poker on and left off civil defense, which is a rather curious
assignment of priorities. Another approach would be to question why he
is 80 concerned about poker, but is ignoring all other vices, such as
resorting, prostitution etc. The question could be asked as to whether
poker was this perilous to society.
2)
Another source says that General Dynamics has lost a big contract to
Lockheed, over $1 billion in production, on a bomber on which General
Dynamics did the prototype and for which Lockheed is apparently getting
the production contract. Lockheed's production will be in Georgia, not
California.
3)
Also, the Sacramento contact feels that while we have great opportunities
in the field of agriculture, Democratic farmers, at this point, are not
yet sore enough to jump. RN should, therefore, take some definite steps
and quickly in this field. He feels there are two primary areas. The
first is the minimum wage on braceros - the Goldberg program. He feels
RN should denounce the $1.00 per hour minimum wage proposed by
Goldberg on the basis Congress has refused to pay it, so why should
Goldberg put it through on Executive Order? (I realize there is another
side to this, which is that the $1.00 minimum wage on a national basis
might be beneficial to California since we are already paying $1.00 per hour
and this would force rates up in other states, so that California would not be
paying a higher rate than other parts of the country).
The second point is the Kennedy farm program. He feels 75% of the farm
groups are opposed to this program and that California farmers are especially
against it because of our very effective self-help program in this state under
the State Marketing Act.
Brown is on the spot on both of these issues since he can hardly afford to
oppose either the minimum wage OR the Kennedy farm program.

RN has approved the following -
Sunday evening, March 18th - informal, off-the-record meeting with
Orange County Publishers.
Sunday, April 8th - Bridgeport Hospital dedication in Mono County, and then
possibly on to Yosemite for several days, or to Lake Tahoe.
He also OK'd the idea of the Realty Board meetings, the San Marino Exchange
Club, the South San Francisco High School Government Club, the Sunset YR's
and the Delphian Society.
He asked that we try to work out something for L.A. County Precinct Workers.
He asked that we investigate further the Pacoima Little League opening, but
probably will not attend.
He said to turn down the Jonathan Jesters through June, and explain possible
consideration in the fall.
He definitely wants the luncheon with Chancellor Kerr at Cal. turned down.
He wants no meetings or appointments March 7th through 11th, and also no
meetings, appointments or other activities of any kind during the period from
April 14th through Easter Sunday, April 22nd. He will probably go away with
Pat and the children.
He asked that I check Weinberger on the possible luncheon with the Assemblymen
in Sacramento, which I will do.
He wants us to try to set up or get him into a Statewide meeting with County
Supervisors and other County officials, or to have us set up a Nixon Committee
among this group with whom he could meet.
He wants to plan on getting to the Whittler College Dinner late -- just as the program
begins -- he does not want to attend the full dinner.

RN wants to schedule a day in April in the San Francisco Bay
Area to visit TV stations and possibly some radio stations.
These will not necessarily be for appearances OR the air, but
rather informal calls on the station managers, news directors
and other key personnel, and informal tours of the facilities and
an opportunity to chat with the staff. The Northern California
group is exploring format for this.
A similar plan should be worked out for calls in Los Angeles and
in other cities, when possible.
In addition, RN wants to work out $ or 4 TV appearances in April
at the rate of about one a week, going on free programs only at
this stage.

Unfortunately Mr. Nixon's schedule, as I have already told you, is
totally committed for the month of March, and It is not possible
to add any other event.
We very much want to do this type of thing, although I know you recognize
RN has a firm rule against campaigning on Sundays. This can be
bent sometimes, but should not be, if at all possible.
Isn't it possible that some of these nationality groups could work
out an event on some other day of the week? Also, isn't it
possible to get more than a week or 10 days' notice? With the
complexities of planning a statewide campaign, it becomes essential
to schedule the Candidate approximately 6 to 8 weeks in advance,
and while we try to leave time open for last minute additions, this
never seems to work out.
Will you please contact the necessary people in this organization
and make the explanations?

I talked to Murray Chotiner about the attached letter
from Seymour Chotiner and he says we should be rather careful about
giving Seymour too much of a free hand in bringing people in.
Murray says Cordingly is perfectly all right; Sugarman
probably is all right; Larimore would be all right to include as one in
a large group, but should not be brought in alone or in a small group.
He has been involved in a bribery case and some other unsavory matters.
Murray also says that the Convair airplane should not be
accepted if it is Larimore's plane, and he thinks it probably is.
Do you want to follow up with Sugarman, or should I?
