Jack Flyan, who is heading up our field work in the
Veterans' area in Northern California, and who is the National
Committeeman of the American Legion for California, says
RN should take a position immediately in favor of the Cal Vet Bond Issue.
He suggests this be in the form of a letter from RN to the Department
Commander of the Legion.

covered in your memos written right after your attendance at the
Legion meeting in Ventura, and they will be brought into the

1 agree that one of our best sources for Democrat names and

Get the name of the Commander of the Vallejo Post of
the American Legion, and check with Jack Flyan to be sure
that he is included in our Veterans activities. This man
indicated to RN at the Legion meeting in Ventura that he
wanted to be helpful.

2) Have a contact made with the Ownard and Ventura group
who attended the Ventura Legion meeting to get the names of
Democrate in the area who are members of the Legion, and
date
who will support RN. Al Mahn (ck spelling) and Chen
Haymaker (or something like that) should specifically be
contacted.

3) Be sure that Harry Dennis of Fresno, a former Commander
F & C Veterans
of the Legion, and his wife, Kay, are contacted by the
Veterans Committee up north, and by our Fresno organisation
at the highest level. Mrs. Dennis is especially interested in
RN because of the Caracas story in LIFE.

Be sure that the immediate past State Commander of the
Legion is contacted by our Merced organization (if that is
where he lives). If not, find out what town he does live in
and have them contact him to be sure he is properly
positioned in that area, as well as in the Nixon Veterans group.

Attached is a list of participants in the Presidents Conference
on Public Affairs which was sponsored by the U.S. Chamber of

Your suggestion that Mr. Nixon take greater advantage of his appeal to
the women voters is certainly a sound one and I can assure you that he

them, and will seek their support on this basis, rather than through
pleas for their assistance.
Mr. Nixon has taken Governor Brown to tack over a number of ill-timed
ideas he has presented, such as the abolition of capital punishment.

He did not jump on the rather peculiar Brown plan for abolition of
boxing for specific and obvieus reasons, although this may become an
issue later in the campaign.
Mr. Nixon was using the term "carpetbaggers" as a way of dramatising
the steady stream of Washingtonians coming in to prop up the Governor
long before it became se widely publicised OR the day the President
happened to be in the state. We will certainly give consideration to your
thought of using subtler terms. However, I am sure you recognise
that strong, vigerous attacks must be made at the proper time and
place.
Thank you again for your thoughtfulness in writing. I am sure that with
your help and that of the thousands of others who are so vitally interested
in this campaign, we will have an outstanding victory in November.

This is primarily a research matter, but 1 think you should
handle the initial approach.
Ray Arbethnet says that John Carr: who was Director of Finance
for Governor Brown up until recently, might be interested in
helping in the Mixon campaign.
Ray advises Carr is a good man; is - or at least was - a Republican:
did an extremely good job for Brown. His sister is a Democrat
in Santa Barbara, but both Carr and his sister have gotten out of
politics because they are sick of the Brown people and operation.
Carr was Comptreller for Buffums' in Long Beach before he went
into the government.
It is extremely important that he be approached on the right basis.
Since he is new in the Export-Import business, with a home in Lide,
Ray thought that Marry Buffum or Llowellyn Bixby
might be able to talk with him. Both are good, personal
friends.

Thanks for your memo...it was very helpful in making our plans.
I attended the Commonwealth Club Brown speech. Here are some
points that be made that Nixon might use in his speech:
1. Brown quoted Warren's Davis speech, "make no little
plans". Brown said "believe it or not this motte has governed
the policies of my administration". Like Ripley, this is strange
indeed.
2. Brown stressed fiscal responsibility. No proved it by
mentioning the well qualified heads of Dept. of Finance that he
had appointed--Bert Levitt, John Carr. Me didn't mention Nale
Champion (newspaparmen).
3. He quoted extensively from First Security Bank's monthly
business summary in Les Angeles showing how the California economy
was moving forward.
4. No stressed the fact that there were no now taxes in his
last three years in effice (significantly he didn't mention his
first year in office).
5. lic claimed great strides in juvenile crime handling and
bragged that we "swept hundreds of addicts off the streets".
6. No said that he had reorganized state government but
later recognized they must move ahead with reergamisation.
7. He admitted that you can "do anything you want with
figures".
8. lie said that when be was D.A. in San Francisco people
claimed the police department was honeycombed with graft. Mis

answer... "it's honeycombed with honesty". His answer to critics
of state government is that it is "heneycombed with efficiency".
9. He stressed the non-partisanship of politics in California
claiming Warren, Knight, Johnson and other Republicans as his
mentors. He condemned Republican partisan maneuvering (he didn't
mention elimination of cross filing, re-districting California and
a few other "non partisan" maneuvers by the Democrats.)
His reception was courteous and friendly and he received a pretty
good hand. We'll see that the contrast between his reception and
speech and Nixon's is exciting!

P. S. One of our volunteers was fortunate enough to attend the
private breakfast with Brown and Richards this morning. I quote
from his memo.
"The first thing that Richards and Brown talked about in a
private conversation (I happened to be standing by) was bill which
is coming up which Brown feels be has to duck. It involves a 54-
hour work week for women and Labor is fighting within its ranks about
it and whatever happens it is going to hurt the Demos.
"Brown feels that he has the toughest 'son-of's-bitch' to beat
and plans to spend $2.5 million on his campaign. Richards has set
up a budget of $650,000. Brown says that he is not going to make
the present budget situation a campaign issue. It must be going to
hurt him otherwise I think that he would."
