He should probably be x 0 File: housed at 401 Coast Federal, at least for the time being. Although he will not be working in the Research date Department, I hope that you and Al Moscow can get together with him first thing Monday and fill him is on the set-up and procedures. As you know, he will be working primarily on developing suggestions for attack and specific statements for individuals Research - Carter Barber other than RN. He also of course should be called upon for his thinking regarding RN's position on state issues, since his UPI - Secramento background will be very valuable in this connection. Research Department 4-13-62 Bob Haldeman Veterans Jack Flyan, who is heading up our field work in the Veterans' area in Northern California, and who is the National Committeeman of the American Legion for California, says RN should take a position immediately in favor of the Cal Vet Bond Issue. He suggests this be in the form of a letter from RN to the Department Commander of the Legion. Incidentally, Flynn said the Republican Assemblymen are date Research all backing this issue. I don't know whether this is true or not. . Box 636 Pacific Palisades, California RN 4-13-62 Bob Haldeman Legionmaires We have followed through on contacting the Veteran types covered in your memos written right after your attendance at the Legion meeting in Ventura, and they will be brought into the X X # # organization at the proper level in each case. 1 agree that one of our best sources for Democrat names and date our "Democrate for Nixon" committee can come from the Legion, and File: Veterans the Veteran group is working on this basis. As you probably know, they have A1 Weinberg working full-time down here, and Jack Flynn is putting in a great deal of time in the field RN - Memos (Candidate) up north OR this project. Dan Waters 4-13-62 Bob Haldeman Veterans Will you please cover the following with Al Weinberg at the earliest opportunity: 1) Get the name of the Commander of the Vallejo Post of the American Legion, and check with Jack Flyan to be sure that he is included in our Veterans activities. This man indicated to RN at the Legion meeting in Ventura that he wanted to be helpful. X x File: 0 6 2) Have a contact made with the Ownard and Ventura group who attended the Ventura Legion meeting to get the names of Democrate in the area who are members of the Legion, and date who will support RN. Contact Director 3) Be sure that Harry Dennis of Fresno, a former Commander F & C Veterans of the Legion, and his wife, Kay, are contacted by the Veterans Committee up north, and by our Fresno organisation at the highest level. Mrs. Dennis is especially interested in RN because of the Caracas story in LIFE. 4) Be sure that the immediate past State Commander of the Legion is contacted by our Merced organization (if that is where he lives). If not, find out what town he does live in and have them contact him to be sure he is properly positioned in that area, as well as in the Nixon Veterans group. Herb Kalmbach 4-13-62 Bob Haldeman List - Potential Personnel Source Attached is a list of participants in the Presidents Conference on Public Affairs which was sponsored by the U.S. Chamber of Commerce held in San Francisco on October 12, 1961. Also attached is some of the material picked up at the meeting which you may find interesting. X X The California names on this list are worthy of our serious # , File: thought. These men are presidents of major companies in California, and all of them participated in this Comference on Public Affairs -- presumably coming out of it at least somewhat educated to the need for business participation in politics. date With this background, it would seem to me they would be the ideal people to be contacted regarding springing of personnel for use in the campaign. 1 think a carefully coordinated program of doing this, possibly with Bob Minckler at its helm, would be a good approach. Mr. Nixon was using the term "carpetbaggers" as a way of dramatising the steady stream of Washingtonians coming in to prop up the Governor long before it became se widely publicised OR the day the President happened to be in the state. We will certainly give consideration to your thought of using subtler terms. However, I am sure you recognise that strong, vigerous attacks must be made at the proper time and place. Ray Arbethnet says that John Carr: who was Director of Finance for Governor Brown up until recently, might be interested in helping in the Mixon campaign. Ray advises Carr is a good man; is - or at least was - a Republican: did an extremely good job for Brown. His sister is a Democrat in Santa Barbara, but both Carr and his sister have gotten out of politics because they are sick of the Brown people and operation. Carr was Comptreller for Buffums' in Long Beach before he went into the government. It is extremely important that he be approached on the right basis. Since he is new in the Export-Import business, with a home in Lide, Ray thought that Marry Buffum or Llowellyn Bixby might be able to talk with him. Brown said "believe it or not this motte has governed the policies of my administration". Like Ripley, this is strange indeed. 2. Brown stressed fiscal responsibility. No proved it by mentioning the well qualified heads of Dept. of Finance that he had appointed--Bert Levitt, John Carr. Me didn't mention Nale Champion (newspaparmen). 3. He quoted extensively from First Security Bank's monthly business summary in Les Angeles showing how the California economy was moving forward. 4. No stressed the fact that there were no now taxes in his last three years in effice (significantly he didn't mention his first year in office). 5. lic claimed great strides in juvenile crime handling and bragged that we "swept hundreds of addicts off the streets". 6. No said that he had reorganized state government but later recognized they must move ahead with reergamisation. 7. He admitted that you can "do anything you want with figures". 8. lie said that when be was D.A. in San Francisco people claimed the police department was honeycombed with graft. Mis Mr. H. R.
