More I think of it, the more I figure it
wight be well to meet some group or other
of these (in Wm. White's phrase) "reactionary
irresponsibles" head-on. And to do it soon,
candidly (as to likes and differences), with
maximum publicity -- and in connection with
a group that may be a bit less irresponsible
than some.
Except for its general stuffiness (note that
fantastic opening sentence in the covering
letter), and its air of holier-than-the-
Pope, the fact is pretty much as I state it
in my suggested draft reply: on major prin-
ciple, XII and these people are using about
the same words and focusing on about the
same issues (though meaning rather different
things, in precise detail). They might be
just the right audience for our purposes.
In any event: I'd sure leave the question of
a subsequent appearance very much "open" to
negotiation. And I'd answer ' om, for now,
as Follows -
Dear
I want to thank you for your very forthright letter, written to me as an
announced candidate for the Governorship, requesting my views as they relate to
the principles and objectives of your OWN Conservative Co-ordinating Council.
And I want, also, to meet candor with candor by attempting to indicate possible
areas of agreement and disagreement.
But first -- as to your invitation that I appear before your group -- my
schedule is 80 tight until roughly the first of the year as to make impossible
even one additional commitment. Could I have a raincheck, therefore, for the
next two months? Then we ought to be able to arrange a mutually convenient time
for early in 1962.
As I study your Policy Declaration, I am struck by the fact that, in every
essential. your thinking and mine would seem to be just about the same. Cer-
tainly this is the case when you effirm the overriding principles of local self-
government, of the free enterorise system. and of positive pro-Americanism as the
best and most effective means of opposing subversive ideologies. Right down the
line -- on all eight points -- we are in substantial agreement on basic beliefs.
Some differences of detail -- and I suspect, relatively minor detail at
that -- might arise over your list of ten Requisites for Candidacy. For example,
I - not sure that the present Connally Reservation is as specific, and thus as
effective, as it might be in spelling out the limits of World Court jurisdiction
where U.S. security interests are involved. And 1 would want to know, with
more precision, what is meant by "loyalty oaths" in item 3 and by "fundamental
educational values" in item 4. But to repeat, I should think are could discuss
such questions in a free give-and-take and with the mutual forebearance that is
really possible only smong those who agree initially on major principles.
I hope you will feel quite free to share these comments with your member-
ship and that you will renew your invitation for a question-answer session at
some time in the not too distant future. Your responsible approach to the
coming campaigns is, in my view, well and properly oriented to the issues, and
surely the candidates have a parallel responsibility to make known their own
principles and stands on the vital issues confronting our State and nation.

put hundreds of precinet workers in the field for you, and a group
that represents a variety of organizations throughout Orange County,

our group for an interview and a summation of your philosophy on the

ADOPTED AT THE AUGUST 23RD MEETING OF THE CONSERVATIVE COORDINAT-
ING COUNCIL OF ORANGE COUNTY, BY UNANINOUS VOICE VOTE:
1. I BELIEVE IN AND WILL PRACTICE s REPRESENTATIVE FORM OF
GOVERNMENT, ESTABLISHED UNDER God AS SET FORTH IN AND
LIMITED BY THE CONSTITUTION OF THE UNITED STATES AND THE
CONSTITUTION OF THE STATE OF CALIFORNIA.
2. I BELIEVE IN THE APPLICATION OF THE MONROE DOCTRINE.
3. I BELIEVE IN LOYALTY OATHS FOR PUBLIC OFFICIALS, PUBLIC
EMPLOYEES, AND ANY AND ALL RECIPIENTS OF PUBLIC MONIES,
GRANTS, ETC.
4. I BELIEVE IN LOCAL CONTROL OF OUR PUBLIC EDUCATIONAL
SYSTEM AND THE TEACHING OF FUNDAMENTAL EDUCATIONAL VALUES.
5. I AM FOR THE PRESERVATION OF UNITED STATES SOVEREIGNTY
UNDER THE PROTECTION AFFORDED BY THE CONNALLY AMENDMENT.
6. I WILL FIGHT TO PROTECT THE SOVEREIGNTY OF THE UNITED
STATES FROM THE SUBVERSION OF PROMOTERS OF "ONE WORLD
PHILOSOPHIES" SUCH AS UNESCO AND OTHERS.
7. I OPPOSE THE ADMISSION OF RED CHINA AND ANY OTHER Con-
MUNIST CONTROLLED GOVERNMENT TO THE UNITED NATIONS.
8. I BELIEVE IN AND SUPPORT THE HOUSE COMMITTEE ON Un-
AMERICAN ACTIVITIES AND THE SENATE INTERNAL SECURITY
SUB-COMMITTEE. I FURTHER BELIEVE THAT SUCH COUNTER
SUBVERSIVE ACTIVITIES SHOULD BE SUPPORTED AT STATE LEVEL.
9. I WILL WORK TOWARD ELIMINATING ALL GOVERNMENT CORPORATE
BUSINESS ACTIVITIES IN COMPETITION WITH PRIVATE ENTER-
PRISE, AND I SUPPORT AND WILL WORK FOR TAX RELIEFS AND
REFORMS THAT WILL BENEFIT AMERICAN CITIZENS AT ALL

3. INDIVIDUAL INITIATIVE-THE PRESERVATION OF HUMAN AND
