You will note it deals with several commodities and also projected land and water resources and requirements in 1975. Much as I would like to join you at a Rotary Luncheon, this too would have to be kept in somewhat of a pending state. I am sure you recognise the problems involved with the scheduling for the next few months, but at the same time, want you to know your thoughtfulness in writing is appreciated by one and all. I am wondering if you would be interested in letting us have your thoughts in connection with farm problems and issues. The Task Force working on issue material is chairmanned by Hugh Flournoy, and I feel sure he would appreciate contact with you if you feel this would be appropriate from your angle. Stever Y CC: Bob Haldeman file January 6, 1961 MEMORANDUM To: RN From: Bill Stover Re: Campaign Approach to Agriculture In a separate memo for the black book 1 have outlined superficially what I think will be the principal issues of concern to farmers in the campaign. Here I want to make a suggestion concerning your approach which I think is of far greater importance to success among the farmers than is your stand on any issue - namely your display of a lively interest (a la Page Belcher). The first and prime step is for you to meet soon with an Agricultural Advisory Group representative of various crops and area and knowledgeable on the various issues. There are two good reasons for this meeting: 1. These people can help you develop positions dn the issues. The meeting should be held before you have set out your positions, as these people would of course resent being just window-dressing. The black book material outlines the issues I believe should be discussed. 2. Your show of interest and understanding would stimulate enthusiasm for the cause among a group which is now, frankly, not enthusiastic. They are for you, but just not very excited - probably largely because of: 1. Mitchell; and 2. A general cynicism re politics and agriculture. -2- The attitude of John Newman is typical. (He is a member of the State Board of Agriculture, of the Sunkist & Edison Company Boards, and was prime organizer and first President of the Council of California Growers, which has done a superb public relations job for California agriculture the last two years). He really gets around the state and would be first on my list for any advisory group. I had a friend sound John out about helping give some ideas re agribulture. The report back was that he just didn't have time. I went and cornered him a fter a Sunkist meeting last week and told him I wanted to volunteer to you a list of farm types to call on for advice. He said he would send some names but that he would have no time to help and that while he guessed he was for you he might be for any Republican candidate who showed the most spark and interest. Two days later, John called me with a suggested group (list attached) and said he knew he could get this group together with you and would join them - if they knew it was called not just for publicity but for the real purpose of getting their thoughts. He actually sounded enthusiastic about the prospect - which is indicative of the gains to be made by this approach. I think it is urgent that this be followed up soon. SUGGESTED FARM ADVISORY GROUP A. Per John Newman: 1. John Newman - Oxnard-Ventura; Citrus Manager, Utt Development Company.
