Virla Krotz. Mrs. Krotz is President of the Northern Division
of the Federation of Republican Women. She is able to assist
on same basis as Lucile Hosmer.

Robert Merrill a knowledgeable and personable San Francisco
attorney. Has been around the track before.
3. James Grubbs (carries title of Campaign Coordinator but will act
as a Special Assistant). He was leader at Shell Conference at
Hilton. He has already performed effectively for us in three
counties.
4. Robert Lawrence (Sacramento County). Also present at Hilton
meeting. Was Grubbs Lieutenant in Primary. His business requires
travel through valley and northern counties. Assigned to Butte
County for two days this week.

The above named are all young men based in the Bay Area. Their
assignments will be commensurate with individual knowledge and develop-

Assistants. "Aide to Campaign Division" seemed appropriate.

The above illustrates that each volunteer chairman is assigned a
specific staff person to assist in his program and therefore should deal
with that individual. If, because of volume of work, additional staff
assistance or help is required, the volunteer chairmen should contact Ed
Slevin for the possibility of assigning additional personnel.
As staff our job is not only to service all of these extremely
necessary and valuable programs, but also to provide continuity and follow
through which will lead toward victory in November.
Toward this goal I suggest the following in order to provide the
best possible service for all:
1. That persons not regularly in the office notify Miss
McLane upon arrival at which extension they may be
reached so telephone calls may be answered and routed
correctly.
2. Since each staff person has more than one program to
service and in order to conserve the valuable time of
the volunteer chairmen, any pre-scheduling of work
assignments will assist in preventing conflicting
requests of staff personnel.
3. During peak periods of staff activity, decisions as to
priority of work are to be made by E. J. Slevin.
4. When meetings of the various programs, for which staff
are assigned, are held, both the person assigned and
E. J. Slevin should be in attendance. This will provide
the necessary continuity to this program with our
Southern staff counterparts.
You are well aware of the limitations placed upon the Northern
Office by the size of our staff in comparison to the number of programs
being carried out. We all feel that the above program will provide the
best possible utilization of our manpower and facilities.

I certainly agree that we should try to
retain Betty Graham and Emily Pike right
through the summer and into the fall
campaign.
I would suggest, therefore, that you 80
ahead and take whatever steps are necessary

make the contact, and would leave it up to
you as to how to handle the Emily Pike

Dear Bob:
Since we're going into the final stretches of the Primary
I want to get this letter off to you now. In my opinion
we have an excellent campaign organization in San Francisco
for Nixon, but of course the real test is how well the
Primary turns out. I concur 100 percent with the general
idea of making appointments for the Primary election only.
However, as to two key people in our San Francisco campaign,
I think efforts should be made now to insure they will be
available for the general election.
Betty Graham is on loan from Calaveras Cement Company, I
think if Joe Martin or yourself or someone of equal stature
could contact Wm. Wallace Mein, Sr. we could probably get
them to absorb her entire salary. In my opinion it is most
important that she be retained for the Fall campaign.
Emily Pike has really carried the burden here in San Francisco
and has done a fabulous job. In comparison with the other
campaigns, Democrat and Republican, we are way ahead here.
It's due primarily to Emily's efforts and running the headquar-
ters, following up on the necessary details and planning the
use of people and the strategy of the campaign. Her company,
Bechte1, assumes that her tour of duty ends with the Primary.
This would be a very bad thing for the San Francisco campaign.
I would like permission to ask her on your behalf and on the
behalf of the Northern California campaign to stay with the
campaign, no matter what happens, through the November election.

Bob McKeen of Oakland expressed concern about Contra Costa
County. He said that he felt there was need for a lot of work to be done
there. We are relying primarily, as you know, on a woman in that
area and she has generally impressed me when I have met her. There
is, however, a very strong County Chairman, Conti, as you know. It
would seem to me that you ought to do some personal checking into
the Contra Costa situation and Conti, who is somewhat of a prima donna,
might well be taken in on the get-out-the-vote drive and be urged strongly
to do everything he can to get out a big Republican vote. I think in this
instance a personal call from you to Conti might be in order or whatever
else you think is proper.
Richie Smith, the Area Chairman, is a good man but I don't
think is a particularly hard driver as far as the campaign is concerned,
and you should not rely completely on his evaluation.

Operation of Volunteer Field Men

I have gotten sense reports from a variety of sources regarding
the operation of your volunteer field men in the Northern California
area. Apparently there is a feeling that these follows tend to
come in, check on what needs to be done and what help can be
supplied, and then disappear with no follow-up action.
There is also apparently some confusion as to who has the authority
for setting up and approving plans regarding Nixon visits, and
while your men are trying to help in this regard, their efforts are
resulting in confusion in some cases.

There is also a feeling that the field men are wasting campaign money

by bustling around checking on things and them not producing any concrete
results.
I recognise that this is not an unusual complaint at this stage of the

game, but I do think it is important that the effort be made to avoid
any build up of this kind of feeling. As you will recognise, this could

totally defent the value of the field men If it were allowed to go very far.
There is also feeling on the part of some of our local Chairmen that we
tend to wante a great deal of time and certainly money in extended
long distance telephone calls from our Los Angeles and San Francisco
headquarters. As you know, we have a tremendous asset in John Davies
who can make calls all over the state at no cost to us.

It is extremely important that we make every affort to cut our telephone
calls to an absolute minimum, both in number and duration. If we don't,
we not only alienate the people who are raising the money and working
in the field, but also we are quite likely to go broke before election day.

We have checked out the fieldman report originating out of Madera and
Merced counties and have taken steps to insure improved performance.
We feel that we are at the stage now where fieldmen should DO into
counties for longer periods of time and offer more tangible assistance.
Up until now we have had them concentrate more on acquiring information
and evaluating progress made in the counties. Henceforth, we will be
concentrating more on the populated counties that are not doing a good job.
In this regard I hope that you will forward any and all comments and
constructive criticism regarding our Northern California campaign post
haste. Only by doing this can we move on situations which are not developing
as they should.
