INTER-OFFICE MEMORANDUM
Nixon for Governor
To:
Bob Haldeman
Date: October 25, 1962
From:
John Kalmbach
Subject:
Field Operation
Distribution:
VICTORY SQUAD
This has been receiving paramount attention in the Field Division, and
every community chairman has been receiving continual urging about the
extreme importance of producing the greatest number of Nixon volunteers
for the L.A. County Precinct Victory Squad Program. In several areas,
we have encountered situations where Nixon volunteers for Victory Squad
are being turned over to the Precinct Organization without going through
the Victory Squad Headquarters. We are taking steps to be certain that
we have an accurate count on the number of Nixon volunteers involved
and also that the Victory Squad Headquarters are apprized of these areas
so that duplication of effort will be avoided. We are endeavoring to
submit as many Victory Squad volunteers to Victory Squad Headquarters
by October 26 to insure careful and effective utilization of these volun-
teers by the Precinct Organization. A meeting between Jim Ritchey, Granniss
Bonner (Victory Squad), Jack Harriman, H.W. Kalmbach, Carol Arth, Jake
Whan, Field Organization, and myself has been set for October 31 to
review carefully the L.A. County "get-out-the-vote" picture at this time.
Disclosure will be made of those areas which will require Election Day
telephoning to supplement the Victory Squad "get-out-the-vote" program.
PRECINCT SHEETS
November 6 precinct sheets have been distributed throughout L.A. County,
and volunteers in the Headquarters are now engaged in the activity of
purging the June precinct sheets of voters who have changed addresses.
In addition, new registered Republicans are noted on the precinct sheets
so that the information is current.
FIELD ORGANIZATION
Efforts are continuing to appoint as many community chairmen as possible
in L.A. and surrounding counties. Where it appears that we will not be
able to appoint chairmen or establish headquarters by Friday, these
people are being utilized in neighboring Nixon organizations or given
work to handle out of their homes. Also the manpower is given to
Operation Telephone for the Blitz. To date we have 87 Headquarters open
and operating in L.A. County and 140 Community Chairmen. Total Southern
California 131 Headquarters, and 237 Community Chairmen.
Memo to: Bob Haldeman

UNDECIDED AND DEMOCRAT MAILERS
Distribution of both Undecided Mailers and the Democrat Mailers are being
handled personally by the field men. At the same time, we are helping
to distribute the balance of campaign material throughout the county
to insure that our inventory is thoroughly depleted by Election Day.
BUMPER STICKER PROGRAM
Bumper sticker program continues with bumper sticker teams at rallies,
coffee hours, etc., and bumper sticker blitzes are in shopping areas. Of
special interest this weekend will be an all-out bumper sticker program
in Orange County, both Saturday and Sunday, with 42 teams where they plan
to get on 10,000 stickers. Also included will be a special bumper
sticker program being handled by Bill Teunnisen, Community Chairman for
Artesia-Dairy Valley, who will personally supervise the bumper sticker
program at Knott's Berry Farm at the All-Candidates Rally.

CONTACT
12,500 additional letters mailed this week (Northern Cal. Doctors
& another Small Businessman letter). This brings Contact total
mailings to 531,000.
Over $20,000 in contributions has been received from above mailings
and turned over to General Fund.
WIN
In L.A. County 116 companies representing approximately 150,000
employees are participating in various fashion in WIN Program.
Most of these company committees have been doing mailings to
all employees and have ordered over 100,000 different pieces
of literature from us for inclusion in their mailings.
As best we can ascertain, there are about 4,000 WIN workers
scattered around in factories, plants, offices and shops
throughout the state. We have been mailing twice-weekly
WIN News bulletins to these this week.
Strongest WIN programs are L.A. County, Bay Area, Sacramento,
San Diego and Orange County.
VICTORY SQUADS & POLL WATCHERS
All Contact Committees and WIN companies are helping recruit
Victory Squads and Poll Watehers. I have discovered this week
that Republican Associates had flooded our WIN companies with
their recruiting cards prior to the time our blue cards went
out. Accurate reports from these companies indicate that
most of the 2,000 worker cards received by RA came from our
companies. In addition, this week we have produced another
1,000 workers through committees and WIN companies with more
to come next week. Approximately 15,000 of our cards are now
out in the hands of our committees and companies with another
10,000 cards in process of going out. We feel confident of
securing the additional 7,000 Wictory Squad workers required
by end of next week.

areas of activity that I have been involved in from Friday, October
12, to and including this date:
Campaign:
Management Committee meeting on Tuesday morning. Talked to Chad
several times by telephone and handled routine correspondence by
letter and by phone with Southern California campaign leadership.
Met with various of our volunteer leadership re matters of routine
procedure, e.g., Jake Whan on adapting the telephone program to
the matter of recruiting victory squad and poll watcher volunteers;
and meeting with Bill Haight to establish a procedure to insure that
500 poll watchers are supplied to this activity out of the Nixon
campaign.
Wrote and issued Newsletters to Los Angeles County leadership.
Assigned Bob Monroe to the job of getting victory squad and po11
watcher volunteers from the Contact program - Bob Haggart having
the job of doing the same with the Win program.
Called all county chairmen and division chairmen directing the place-
ment of news releases in local papers to the effect that the campaign
has "taken off" and that such will end in an overwhelming victory on
November 6th.
Met and talked with Sutton and others in the M-A program. Made cer-
tain that the M-A tabloid was shipped to the out-counties.
Met with Cris Wright in his office re our negro program. Bird-dogged
the elusive negro tabloid.
Took and placed orders with Sammy for 100,000 undecided and 160,000
Democrat self-mailers which are to be mailed to various of our
Southern California Chairmen on Monday or Tuesday next.

Miscellaneous:
Appointments, telephone calls, etc., with various people including
Harriman, Granniss Bonner, etc., re the victory squad and poll
watcher programs. Handled usual number of calls from campaign
leadership in Los Angeles County and from the out-counties rela-
tive to a million and one matters regarding the campaign and a
similar number of items completely without connection to the
campaign. Necessary stuff.

For your information, I have listed below in very general terms the
areas of activity that I have been involved in from Friday, October
5, to and including this date:
Campaign:
Participated in Management Committee on Tuesday morning. Talked to
Chad several times by telephone and handled routine correspondence
by letter and by phone with Southern California campaign leadership.
Met with various of our volunteer leadership re matters of routine
procedure, e.g., Cris Wright and Louis Cole (who was unhappy be-
cause of a supposed RN slight now settled). Also met with the
field reps several times urging that all programs be expedited,
e.g., the undecided voter and Democrat voter mailings in the local
communities.
Followed through on our discussion re the job the WIN group is to
do on November 6th Mike Guhin, Harriman, and Bob Haggart met
with John Vaughn, Dan, and the WIN field men this morning, and I'm
told that they are tracking in accordance with policy decided
yesterday afternoon.
Followed through on the Prussion book flap had all headquarters
called in LA County and all of the out-county chairmen wherein they
were all told of our policy ban on the book. Also called Don
Anderson who said that he would act to rid the county organization
of the books. Also, spent time on the phone with Mary Neal, Bob
Quinn, etc.
Prepared and got Newsletter out to division chairmen, community
chairmen, and each headquarters in the County.
Finance:
Attended Orange County finance get together on Tuesday night where
we were told that the entire $60,000 had been raised via the personal
note route. Also understood that the entire balance of the Orange
County commitment would be sent in this week.
Called all of our out-county chairmen and checked on the finance
situation.
Met on Friday morning with all of the division campaign and finance
chairmen and the field reps and established procedure to be followed in
following through on division finance commitments. Don Brewer now has
the ball and is calling each division finance chairman.
2.
Called Phoenix at Stans' request to enlist Bob Herberger or Ralph
Staggs as our Arizona finance man. No luck. Herberger has his
nose out of joint from 1960 and Staggs is way behind in raising
the dough necessary for Fannin to put on his campaign for re-
election as Governor.
Miscellaneous:
Appointments, telephone calls, etc., with various people including
Cris Wright and two prospective Negro field men, Art Sutton re his
tabloid and the RN walkathon in the East Side, several other pro-
spective field men including a friend of Harriman's who we may
enlist full time in a volunteer capacity, John Hassett re the
endorsements program, etc. Also, spent a lot of time on the phone
with Frank Thornton in San Diego County re the RN train schedule,
etc.

workers and are urged to supply at least 100 volunteers per headquarters.

the chairmen of this need and close coordination is maintained with
Mike Guhin who is handling the Victory Squad volunteer drive on behalf
of the L.A. County Nixon for Governor Headquarters. In addition,
Bob Haggart is working full time with the Win/Contact Program to recruit
as many Victory Squad volunteers as possible along with the help of
the field men in this program. Efforts are being made to obtain help
from other Republican organizations such as the YR Groups, etc. Mike
Guhin also will be contacting the Jr. Chamber organizations in each
community for assistance.
FIELD ORGANIZATION
Organizing efforts in the Central Division are now paying off, and we
now have 7 Headquarters in the following areas: Hollywood, Monterey Park,
Echo Park, El Sereno, Chinatown, Wilshire, and Democrats for Nixon,
with 10 Community Chairmen. Additional efforts are being made to open
Headquarters on Olympic Blvd., Wilshire - West Lake area, and Lincoln
Heights. To date we have 82 Headquarters open and operating in L.A.
County and 136 Community Chairmen. Total Southern California 130
Headquarters, and 198 Community Chairmen.
BUMPER STICKER PROGRAM
Bumper sticker blitzes are taking place in shopping areas throughout all
divisions. Young Sports Fans Bumper Sticker Program is becoming more
successful and should be in full swing by next week after our newspaper
article with picture of Dick Daugherty and youngsters.
PRECINCT SHEETS
Letters of authorization to receive precinct sheets have been sent to
all counties in Southern California and in addition, forwarded to Northern
California for proper distribution. We have been advised by the Registrar
of Voters' Office that the latest precinct sheets reflecting new regis-
tration will be available within the new few days and we are going to
handle the distribution as quickly and as effectively as possible.

COMMUNITY COFFEE HOURS WITH PAT NIXON
Today wrote finis to the 10 Coffee Hours held in LACounty during the last 1½
weeks. Attendance ranged from 300 to 2,000 with the exception of the one
hosted by Negro women which drew about 125.
Beginning with the 6 held this week on Wednesday and Thursday, the matter of
assuring that bumper strips were applied to bumpers was almost solved.
Each attendee who registered is now receiving a phone call from Headquarters
and a mailing from Valley Knudsen with a postcard enclosed to be completed
and returned. The postcard asks the recipient to check those election activ-
ities in which she is willing to participate.
A critique will be prepared on this "new" campaign technique and forwarded.
OPERATION TELEPHONE
Attached is a copy of the results of the Democrat and DS poll for the week of
September 23-29 as forwarded to Bob Holdeman.
The next report will follow the UPI confrontation and should provide is measure
of contrast.
All Community Headquarters are being surveyed to determine: (1) number of phones
now installed, and; (2) space available for additional phones.
Based on a formula of 1,600 household calls on one instrument in 12 hours phoning
for the 4 days preceeding November 6 (excluding Sunday), the number of phones re-
quired for each of the 11 counties has been determined so that every Republican
and friendly Democrat and DS - with phones - will be reached during the "blitz."
Tonight the number of phones per community will be computed. This information
will be disseminated to John Davies and all Operation Telephone Chairmen to-
morrow. Our time schedule is being met.
A copy of the county computation is attached.
KEY PROGRAM
This has been most active of all weeks for all 95 Community KEY Chairmen and their
writers. Items covered (from all angles) were: the UPI confrontation; the "white
paper" on education; "white paper" on crime; Tom Carvey's (CDC President) letter
to NEWSWEEK MAGAZINE, and; Brown's fiscal irresponsibility.
Additional writers were recruited in Los Angeles, Orange, San Diego, Santa Barbara,
San Francisco, Marin, Alameda, Marin, Contra Costa, Santa Clara and Sacramento
Counties to write re the UPI Conference.

VICTORY SQUAD
We have appointed Mike Guhin to act as coordinator with the Nixon
volunteers for Victory Squad work and the L.A. County Precinct Organization
through Granniss Bonner, Victory Squad Chairman. Working in tandem with
Mike will be Bill Hait, local attorney who has taken 30 days leave to
devote full time to the job of organizing Nixon volunteers to be poll-
watchers on the night of the election. Also have obtained services of
Tom Faust who will see that all YR Groups are contacted throughout
L.A. County and the other ten counties of Southern California as another
source of Victory Squad workers. Victory Squad cards are being
distributed at coffee hour gathering, rallies, and Nixon for Governor
Headquarters. Plans are to make maximum use of all volunteers through
the Contact/Win Program as soon as appropriate.
FIELD ORGANIZATION
We now have ten field men which includes Mike Guhin, mentioned in the
above paragraph, who will serve primarily in the Victory Squad Program.
We are making good progress in the Central Division and have appointed
Les Horvath as Finance Chairman. George Ricci has accepted chairmanship
of the Monterey Park community and we are making good progress in
developing the remaining areas of the Central Division. To date, we have
77 Headquarters open and operating in L.A. County with 135 Community
Chairmen. Total Southern California: 118 Headquarters, and 191 Community
Chairmen.
BUMPER STICKER PROGRAM
Bumper sticker teams have been covering coffee hours and rallies. Interest
is rapidly growing among communities on Young Sports Fans Bumper Sticker
Program. Bumper sticker blitzes are being held throughout each division
in shopping centers, etc. Most recent successful blitz was in the
Artesia - Dairy Valley area where over 3,000 sticker were put on bumpers
Saturday, Sept. 29. Jack Carley has assumed responsibility for over-
all bumper sticker program for L.A. County. We have made it very clear
to our field organization that both Mr. and Mrs. Nixon are very concerned
about these "traveling billboards".
PRECINCT SHEETS
Plans are in readiness for distribution of new precinct sheets as soon as
authorization is received from Casper Weinberger's office. The field
man for each division will be responsible for the sorting and distribution
of precinct sheets for his division in coordination with the Operation
Telephone Chairman.

From: Herb Kalmbach
Subject: Weekly Progress Report
Distribution:
For your information, I have listed below in very general terms the
areas of activity that I have been involved in from Friday, Sept. 28,
to and including this date:
Campaign:
Participated in Management Committee meeting on Tuesday morning. Talked
to Chad several times by telephone and handled routine correspondence
and phone calls with Southern California campaign leadership. Met with
various of our leaders in Los Angeles and arranged for additional volun-
teers to come into positions of leadership in the campaign, e.g., asked
John Hassett to take on the assignment of obtaining newspaper endorse-
ments in all local papers throughout the Southern California area.
Also, met and asked Tom Faust to contact all YR groups in Southern
California and request their maximum participation in the Victory Squad
program. Talked again to Dick Zahm who will plow the ground in the YPO,
Harvard Business School, etc. groups.
Also, had meeting with all of the field personnel and at that meeting
asked Granniss Bonner, LA County Victory Squad Chairman, to outline the
agreement reached on Monday last whereby Mike Guhin is to act as our
contact with the Victory Squad organization and is charged with the
prime responsibility of recruiting 10,000 volunteers into that election
day program.
Met with Central Division Chairman McLarnan and called and enlisted Les
Horvath as Central Division Finance Chairman. Enlisted Krehbiel as
Vice Chairman of Southern California Finance.
Finance:
Finished calling our out-county leadership and checking on the status
of finance commitments secured throughout the summer. Met with Stans
and the regular Friday group on Saturday morning. Handed Stans the
original of the attached report. Worked out arrangement to have
Brewer bird-dog our Division finance people on their goal amounts
with Quinn to concentrate on special gifts.
October 8th Dinner:
Followed up on our arrangement with the out-counties whereby they will
be credited against their commitment amounts with the total net con-
tribution realized by the campaign from local sales of dinner tickets.
Memo - 10/4/62
Also did miscellaneous follow up from the Nixon office end. Handled
some special finance work at Bob Finch's request necessitating phone
calls and contact with Price, Waterhouse.
Miscellaneous:
Appointments, telephone calls, etc., with various people including
A1 Weinberg, Cap Lyon, Valley Knudsen, Cris Wright, Lou Quinn,
Don Frey, etc. Arranged for several meetings including County
finance meeting this Friday at 8:00 a.m.

Mr. Maurice H. Stans
Southern California Finance Chairman
Nixon for Governor Campaign
600 South Spring Street, 13th floor
Los Angeles 13, California
Dear Maury:
Before you left town on the 21st, you asked me to do three
things in your absence: (1) agree with our leadership in Los
Angeles County on a goal amount to be contributed by each
division to the statewide campaign; (2) contact our leadership
in each one of the ten out-counties in the Southern California
area to learn how they are progressing in raising their com-
mitment amounts and how soon we can expect full or partial
payment; and (3) write several of our out-counties suggesting
that they encourage their local residents to attend the
October 8th dinner in Los Angeles and confirming that each
county will get credit for the net amount so contributed to
the statewide campaign.
(1) Division contribution goals
Either the division campaign chairmen or division finance
chairmen or both were contacted for each of the seven divisions
in the County with the result that we reached agreement on the
following goal amounts:
Western
$80,000
Eastern
60,000
Central
40,000
Southern
40,000
Northwestern
40,000
Southwestern
40,000
Southeastern
20,000
Total goal amount $320,000
Of course, it is recognised that our division leadership
will be competing with several other fund-raising programs in
Mr. Maurice H. Stans

the County in their drive to reach these goal amounts. Four
such competing programs which come to mind immediately include:
(a) URF (Hal Ramser); (b) special gifts (Bob Minckler); (e)
direct gifts (yourself and Lou Quinn); and (d) October 8th
dinner (Les Hoffman).
Even though we should discount this $320,000 goal amount
quite heavily, each dollar raised through this program will
mean additional revenue which we might not otherwise have
obtained through our other programs. One final point: I would
like to suggest that you ask Don Brewer to follow up on this
program between now and November 6th. It seems to me that Lou
Quinn will have his hands full to help you and Bob Minckler
obtain direct contributions and special gifts. I have the
responsibility to get is our out-county contributions.
(2) Out-county contributions
Each of the following out-counties in the Southern California
area were telephoned during the past week and a request was made
for information on the current status of their fund-raising

State Co-ordinator Siefkin, Northern Region Co-Chairman Rule, Central
Region Co-Chairman Crossman and Southern Co-Chairman Stewart.
The program's success is going to rest with the efforts of
these local leaders. Almost all of these people are neophytes to
politics, but they are popular on campus and I feel that most of
them will prove to be effective. Los Angeles County should be the
***** focal point for our publicity and programs since both UC.A
and SC have fairly active units. In addition there are 14 other
colleges in the county, each one with a group.
In summary I feel that the state tour gave the necessary impetus
to the COLLEGIANS FOR NIXON program in order to make it function
properly throughout the state.
