MEMORANDUM FOR:
NOEL KOCH

CHARLES COLSON
Dick Howard timed to reach you three times yesterday to no avail.
Obviously my memo had little effect on you.
For the balance of the campaign, we will be running speeches to. the
Hill through Wally Johnson. This should free your time completely
for writing. Buchanan will be in charge of all writing from this point
forward and you will be taking writing assignments from Buchanan.
I expect maximum output.
