I raised the question this afternoon that you and I had discussed
about attacking McGovern for wanting to remove controls and
thereby allowing food prices to soar. The policy judgment is
that we should make no predictions ourselves about controls,
as to whether we intend to keep them on or remove them. In
other words, we should preserve all of our options in this
area. That does not in any way, however, preclude us from
attacking McGovern for his ill-advised, ill-considered pro-
nouncement that he will remove controls and go back to the
discredited guidelines of the Johnson Administration. We
can hit him very hard without implying what we're going to be
doing -- and we should do so.

One of our political analysts whose judgment is quite good has
suggested that we carefully, quietly, on a low key basis, spread
the word throughout the black community that McGovern now
favors white flight schools. His aid to parechial schools speech
did not distinguish, as our proposal does, white segregationalist
academies from non-public schools generally. He spoke merely
of aiding non-public schools, specifically parechial schools.
We have made quite a distinction of the fact that the aid would go
only to those schools that have IRS eligibility, which of course
excludes the Southern white academies.
Naturally we cannot do this in a big visible way, but I would
think some articles in black publications, perhaps some leaflets
and perhaps some talk from the pulpit would get the message
through the black community that McGovern in this proposal
and in his attempt to wis votes in the Northeast, has really
sold out the blacks in the South. A word of mouth campaign
could be very devastating on him in this regard and, of course,
won't hurt us a bit because of the nature of our bill and the
fact that the blacks aren't really expecting us to be on their
side on all of these issues, whereas they do expect it from
McGovern.
