He would like to start having these again every afternoon, so let's get a supply. September 9, 1971 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: GORDON STRACHAN BRUCE KEHRLI FROM: L. HIGBY SUBJECT: Polling Data We must now have a considerable amount of polling data -- something like over 20, 000 interviews that records various attitudes and public opinions of the American people. The question is that this data must have more use than just its initial use and there must be some way of getting more out of it. Bob would like some deep thought given to this with the idea of using this data to really develop some major significanterend information on various sub groups within the population. Probably the place to start is the approval question, which we ask on every poll, but there are probably other questions that could develop some significant results for us. Also, as I recall, I have asked Gordon on a number of instances to look at the Trial Heats and see what information can be developed about sub groups. Particularly, with regard to Wallace, but also just in general. Nothing has been done on this, and any help that can be given will certainly be appreciated. Let's work up a plan and then approach Benham for a hard talking and bargaining session. P.S. Gordon -- what's the problem here. We've talked about this and similar projects several times, but nothing has happened. Let's get something going here or if we can't, let's discuss why we can't. 2 There are probably breakdowns we can do on Conservative versus Liberal versus age groups and regions -- any cross tabs like this would be helpful. If not, we should be making plans to use him in the Campaign, especially with Youth and to build up enthusiasm. I imagine Dent should be the contact on this, but th there is some- body who is closer to Wilkinson, i.e., Harlow, let's have him make the call. You should not make the call. HIGBY SUBJECT: Odds and Ends One thing that we should consider and that you should recommend to Haldeman today is the idea of perhaps a briefing to key staff or at least to the PR staff on the latest poll. Also, you should be looking at the schedule to come up with a recommendation as to when we want to do our next poll in light of travel activities, etc. In the 10:00 a. m. meeting this morning, the subject came up of Task Force recommendations. Colson indicated that it was his understanding that Magruder was coming up with a whole series of recommendations in the next week or two. Contrary to the last set which were basically progress reports, these would be ones that required action. I think we ought to try and get these into Bob as soon as they come in rather than holding them all at once, I know that I was one of the culprits in slowing this whole thing down, trying to create a reading file, but this time these are basically action items and should go in with a cover note from you, as you receive them. This above subject brings up the whole question of how we are going to handle political activities here at the White House, Apparently the recommendations indicate there should be a White House contact for most of the key areas around here, i.e., Veterans, Blacks, etc. If this is the case, we are going to have to radically change the structure of the White House staff and some thought should be given by you as to how this whole thing is going to be handled. 2 Knowing the way the President operates, it's usually a situation where we start bringing people on board with this in mind. Perhaps we should be devising some plan now to try and find the best people in each area, i.e., Agriculture, and getting them ready to be brought on board. In particular, apparently Finch is in the progess of hiring three people on his staff; one of them Ray Hensley or Henslick, to handle certain political areas, i.e., Spanish speaking, Youth, etc. Would you please follow-up and find out exactly what the story is here. Huntsman is apparently looking into it. Do you have any schedule yet as to when the Task Force recommendations from Magruder are supposed to be in? Finally, apparently MONDAY has an anti-bussing statement that talks about how Muskie is against bussing. Muskie's statement, if any- thing, should be interpreted as being fee bussing, and Colson was following-up in this area to make sure that MONDAY pointed this out. Apparently, this thing has gotten botched up -- what's happened here and what action can we take to get MONDAY back on track? LH:kb

HIGBY\nSUBJECT:\nPolling Data\nWe must now have a considerable amount of polling data -- something\nlike over 20, 000 interviews that records various attitudes and public\nopinions of the American people.\nThe question is that this data must have more use than just its initial\nuse and there must be some way of getting more out of it.\nBob would like some deep thought given to this with the idea of using\nthis data to really develop some major significanterend information\non various sub groups within the population.\nProbably the place to start is the approval question, which we ask\non every poll, but there are probably other questions that could\ndevelop some significant results for us.\nAlso, as I recall, I have asked Gordon on a number of instances to\nlook at the Trial Heats and see what information can be developed\nabout sub groups. Particularly, with regard to Wallace, but also\njust in general.\nNothing has been done on this, and any help that can be given will\ncertainly be appreciated.\nLet's work up a plan and then approach Benham for a hard talking and\nbargaining session.\nP.S. HIGBY\nSUBJECT:\nOdds and Ends\nOne thing that we should consider and that you should recommend\nto Haldeman today is the idea of perhaps a briefing to key staff\nor at least to the PR staff on the latest poll. Also, you should be\nlooking at the schedule to come up with a recommendation as to\nwhen we want to do our next poll in light of travel activities, etc.\nIn the 10:00 a. m. meeting this morning, the subject came up of\nTask Force recommendations. Colson indicated that it was his\nunderstanding that Magruder was coming up with a whole series\nof recommendations in the next week or two. Contrary to the\nlast set which were basically progress reports, these would be\nones that required action. I think we ought to try and get these\ninto Bob as soon as they come in rather than holding them all at\nonce, I know that I was one of the culprits in slowing this whole\nthing down, trying to create a reading file, but this time these\nare basically action items and should go in with a cover note\nfrom you, as you receive them.\nThis above subject brings up the whole question of how we are going to\nhandle political activities here at the White House, Apparently the\nrecommendations indicate there should be a White House contact for\nmost of the key areas around here, i.e., Veterans, Blacks, etc.\nIf this is the case, we are going to have to radically change the\nstructure of the White House staff and some thought should be given\nby you as to how this whole thing is going to be handled.\n2\nKnowing the way the President operates, it's usually a situation\nwhere we start bringing people on board with this in mind. Perhaps\nwe should be devising some plan now to try and find the best people\nin each area, i.e., Agriculture, and getting them ready to be brought\non board.\nIn particular, apparently Finch is in the progess of hiring three\npeople on his staff; one of them Ray Hensley or Henslick, to handle\ncertain political areas, i.e., Spanish speaking, Youth, etc.\nWould you please follow-up and find out exactly what the story is\nhere. Huntsman is apparently looking into it.\nDo you have any schedule yet as to when the Task Force recommendations\nfrom Magruder are supposed to be in?\nFinally, apparently MONDAY has an anti-bussing statement that talks\nabout how Muskie is against bussing.
