MEMORANDUM FOR:
GORDON STRACHAN
BRUCE KEHRLI
FROM:
L. HIGBY
SUBJECT:
Polling Data
We must now have a considerable amount of polling data -- something
like over 20, 000 interviews that records various attitudes and public
opinions of the American people.
The question is that this data must have more use than just its initial
use and there must be some way of getting more out of it.
Bob would like some deep thought given to this with the idea of using
this data to really develop some major significanterend information
on various sub groups within the population.
Probably the place to start is the approval question, which we ask
on every poll, but there are probably other questions that could
develop some significant results for us.
Also, as I recall, I have asked Gordon on a number of instances to
look at the Trial Heats and see what information can be developed
about sub groups. Particularly, with regard to Wallace, but also
just in general.
Nothing has been done on this, and any help that can be given will
certainly be appreciated.
Let's work up a plan and then approach Benham for a hard talking and
bargaining session.
P.S. Gordon -- what's the problem here. We've talked about this
and similar projects several times, but nothing has happened. Let's
get something going here or if we can't, let's discuss why we can't.
2
There are probably breakdowns we can do on Conservative versus
Liberal versus age groups and regions -- any cross tabs like this
would be helpful.

CHUCK COLSON
FROM:
L. HIGBY
Bob reviewed the McLane memorandum on "youth and next
steps". He was very disturbed about the lack of
organization that is taking place on campus to keep
opposition from swamping us this Fall in mock conven-
tions, etc.
As I understand it, this is the area Reitz is supposed
to be working on, yet there doesn't seem to be much
going in that particular field.
McLane should start submitting a monthly report with
the next one showing particular emphasis on the campus
effort.

During the last poll you were very concerned about the

would you please indicate how you would like the

categories broken down for future polls.

September 13, 1971
ADMINISTRATIVELY CONFIDENTIAL
MEMORANDUM FOR:
GORDON STRACHAN
FROM:
L. HIGBY
SUBJECT:
Odds and Ends
One thing that we should consider and that you should recommend
to Haldeman today is the idea of perhaps a briefing to key staff
or at least to the PR staff on the latest poll. Also, you should be
looking at the schedule to come up with a recommendation as to
when we want to do our next poll in light of travel activities, etc.
In the 10:00 a. m. meeting this morning, the subject came up of
Task Force recommendations. Colson indicated that it was his
understanding that Magruder was coming up with a whole series
of recommendations in the next week or two. Contrary to the
last set which were basically progress reports, these would be
ones that required action. I think we ought to try and get these
into Bob as soon as they come in rather than holding them all at
once, I know that I was one of the culprits in slowing this whole
thing down, trying to create a reading file, but this time these
are basically action items and should go in with a cover note
from you, as you receive them.
This above subject brings up the whole question of how we are going to
handle political activities here at the White House, Apparently the
recommendations indicate there should be a White House contact for
most of the key areas around here, i.e., Veterans, Blacks, etc.
If this is the case, we are going to have to radically change the
structure of the White House staff and some thought should be given
by you as to how this whole thing is going to be handled.
2
Knowing the way the President operates, it's usually a situation
where we start bringing people on board with this in mind. Perhaps
we should be devising some plan now to try and find the best people
in each area, i.e., Agriculture, and getting them ready to be brought
on board.
In particular, apparently Finch is in the progess of hiring three
people on his staff; one of them Ray Hensley or Henslick, to handle
certain political areas, i.e., Spanish speaking, Youth, etc.
Would you please follow-up and find out exactly what the story is
here. Huntsman is apparently looking into it.
Do you have any schedule yet as to when the Task Force recommendations
from Magruder are supposed to be in?
Finally, apparently MONDAY has an anti-bussing statement that talks
about how Muskie is against bussing. Muskie's statement, if any-
thing, should be interpreted as being fee bussing, and Colson was
following-up in this area to make sure that MONDAY pointed this out.
Apparently, this thing has gotten botched up -- what's happened here
and what action can we take to get MONDAY back on track?

HIGBY\nPlease make sure we have some of the Space Sticks -- stuff for\nHaldeman. He would like to start having these again every\nafternoon, so let's get a supply.\nSeptember 9, 1971\nADMINISTRATIVELY CONFIDENTIAL\nMEMORANDUM FOR:\nGORDON STRACHAN\nBRUCE KEHRLI\nFROM:\nL. HIGBY\nSUBJECT:\nPolling Data\nWe must now have a considerable amount of polling data -- something\nlike over 20, 000 interviews that records various attitudes and public\nopinions of the American people.\nThe question is that this data must have more use than just its initial\nuse and there must be some way of getting more out of it.\nBob would like some deep thought given to this with the idea of using\nthis data to really develop some major significanterend information\non various sub groups within the population.\nProbably the place to start is the approval question, which we ask\non every poll, but there are probably other questions that could\ndevelop some significant results for us.\nAlso, as I recall, I have asked Gordon on a number of instances to\nlook at the Trial Heats and see what information can be developed\nabout sub groups. Particularly, with regard to Wallace, but also\njust in general.\nNothing has been done on this, and any help that can be given will\ncertainly be appreciated.\nLet's work up a plan and then approach Benham for a hard talking and\nbargaining session.\nP.S. Gordon -- what's the problem here. We've talked about this\nand similar projects several times, but nothing has happened. Let's\nget something going here or if we can't, let's discuss why we can't.\n2\nThere are probably breakdowns we can do on Conservative versus\nLiberal versus age groups and regions -- any cross tabs like this\nwould be helpful.\nLH:kb\nSeptember 24, 1971\nMEMORANDUM FOR:\nKATHY\nFROM:\nL.HIGBY\nPlease get me $150 advance to take on this trip. I\nneed it before the edd of the day since we may not be\nin tomorrow.\nLH:dg\nSeptember 14, 1971\nMEMORANDUM FOR:\nKATHY BACHMAN\nFROM:\nL. HIGBY\nLet's try and get the check-book situation settled today. If there\nare some problems, please let me know. You probably should\ntake a little time and go over to the bank.\nSeptember 13, 1971\nMEMORANDUM FOR:\nKATHY BACHMAN\nFROM:\nL. HIGBY\nI owe John Dean for dinner last Thursday evening Will you\nplease fall and find out how much I owe him.\nwe\nSeptember 15, 1971\nHIGH PRIORITY\nADMINISTRATIVELY CONFIDENTIAL\nMEMORANDUM FOR:\nCHUCK COLSON\nFROM:\nL. HIGBY\nBob was raising the question of whatever happened to\nAndre Letendre and the great nationwide organization\nhe was going to set up.\nHe has requested a report for the President on this\nsubject by Friday.\nLH:kb\nwe\nSeptember 8, 1971\nADMINISTRATIVELY CONFIDENTIAL\nMEMORANDUM FOR:\nCHUCK COLSON\nFROM:\nL. HIGBY\nBob reviewed the McLane memorandum on \"youth and next\nsteps\". He was very disturbed about the lack of\norganization that is taking place on campus to keep\nopposition from swamping us this Fall in mock conven-\ntions, etc.\nAs I understand it, this is the area Reitz is supposed\nto be working on, yet there doesn't seem to be much\ngoing in that particular field.\nMcLane should start submitting a monthly report with\nthe next one showing particular emphasis on the campus\neffort.\ncc: B.Kehrle\nLH:kb\nSeptember 23, 1971\nMEMORANDUM FOR FOLLOW-UP\nFROM:\nL. It's good to see out-\nstanding citizens as yourself step forward to meet\nthe challenges of these difficult times.\nGodspeed,\nSincerely,\nLawrence M. HIGBY\nSUBJECT:\nClassification of Leaners\non Future Polls\nDuring the last poll you were very concerned about the\nway the leaner classification came out on the detailed\ndemographic breaddowns for the questions. In order to\navoid any confusion or misinterpretation in the future\nwould you please indicate how you would like the\nindependent, don't know/ undecided and something else\ncategories broken down for future polls.\nAttached is Tom Benham's explanation of how the last\nbreakdown was done together with some backup information\nfrom Gordon Strachan.\nLH:dg\nSeptember 2, 1971\nMEMORANDUM FOR:\nH. HIGBY\nRose Woods asked that you check with the President as\nto whether or not he wants to contribute to the Orange\nCounty Combined Fund.\nThis is the fund that is similar to the United Fund that\nhe gives to in Washington. Rose wanted to get a reading\nfrom you as to whether or not some arrangements should be\nmade.\nLH:dg\norn\nSeptember 17, 1971\nMEMOR ANDUM FOR:\nPAT MC KEE\nFROM:\nL. It is my understanding that\nhe was the gentleman who worked on the Youth Conference.\nCould you get a brief rundown on his background and\ncredentials and howehe fits into the Reitz operation\nwithout stirring anything up?\nThank you.\ncon\n1\nSeptember 24, 1971\nMEMORANDUM FOR:\nGORDON STRACHAN\nFROM:\nL. HIGBY\nPlease done. make sure that we have the trial heat questions\nLH:dg\nPP\nSeptember 23, 1971\nADMINISTRATIVELY CONFIDENTIAL\nMEMORANDUM FOR:\nGORDON STRACHAN\nFROM:\nL. HIGBY\nSUBJECT:\nTrial Heats\nAs I indicated to you a few weeks ago, Haldeman wants some good\nideas for creative approaches on trial heats, Since we will probably\nbe doing another poll soon, please forward to me your suggestions\nhere, so I can review them.\nLH:kb\nS\nSeptember 17, 1971\nADMINISTRATIVELY CONFIDENTIAL\nMEMORANDUM FOR:\nGORDON STRACHAN\nFROM:\nL. HIGBY\nSUBJECT:\nBud Wilkinson\nPlease find out by Monday, whether or not Bud Wilkinson is\ngoing to run. If not, we should be making plans to use him\nin the Campaign, especially with Youth and to build up enthusiasm.\nI imagine Dent should be the contact on this, but th there is some-\nbody who is closer to Wilkinson, i.e., Harlow, let's have him\nmake the call. You should not make the call.\nLH:kb\nSeptember 13, 1971\nADMINISTRATIVELY CONFIDENTIAL\nMEMORANDUM FOR:\nGORDON STRACHAN\nFROM:\nL. HIGBY\nSUBJECT:\nOdds and Ends\nOne thing that we should consider and that you should recommend\nto Haldeman today is the idea of perhaps a briefing to key staff\nor at least to the PR staff on the latest poll. Also, you should be\nlooking at the schedule to come up with a recommendation as to\nwhen we want to do our next poll in light of travel activities, etc.\nIn the 10:00 a. m. meeting this morning, the subject came up of\nTask Force recommendations. Colson indicated that it was his\nunderstanding that Magruder was coming up with a whole series\nof recommendations in the next week or two. Contrary to the\nlast set which were basically progress reports, these would be\nones that required action. I think we ought to try and get these\ninto Bob as soon as they come in rather than holding them all at\nonce, I know that I was one of the culprits in slowing this whole\nthing down, trying to create a reading file, but this time these\nare basically action items and should go in with a cover note\nfrom you, as you receive them.\nThis above subject brings up the whole question of how we are going to\nhandle political activities here at the White House, Apparently the\nrecommendations indicate there should be a White House contact for\nmost of the key areas around here, i.e., Veterans, Blacks, etc.\nIf this is the case, we are going to have to radically change the\nstructure of the White House staff and some thought should be given\nby you as to how this whole thing is going to be handled.\n2\nKnowing the way the President operates, it's usually a situation\nwhere we start bringing people on board with this in mind. Perhaps\nwe should be devising some plan now to try and find the best people\nin each area, i.e., Agriculture, and getting them ready to be brought\non board.\nIn particular, apparently Finch is in the progess of hiring three\npeople on his staff; one of them Ray Hensley or Henslick, to handle\ncertain political areas, i.e., Spanish speaking, Youth, etc.\nWould you please follow-up and find out exactly what the story is\nhere. Huntsman is apparently looking into it.\nDo you have any schedule yet as to when the Task Force recommendations\nfrom Magruder are supposed to be in?\nFinally, apparently MONDAY has an anti-bussing statement that talks\nabout how Muskie is against bussing. Muskie's statement, if any-\nthing, should be interpreted as being fee bussing, and Colson was\nfollowing-up in this area to make sure that MONDAY pointed this out.\nApparently, this thing has gotten botched up -- what's happened here\nand what action can we take to get MONDAY back on track?\nLH:kb"
