R. HALDEMAN FROM: BRUCE KEHRLI SUBJECT: Addition to Klein Staff Ken Clawson has requested that we detail John Calhoun, currently the Manager for Minority Communications in the Office of the Assistant Director of Public Affairs at ACTION (salary -- $22,135) to the White House to work with Stan Scott on a full time basis until November. Calhoun would be assisting Scott with the minority surrogates program, the GOP Convention minority media plan and in the writing of news releases and Op Ed pieces for minority publications. He would be doing the backup work for Scott who is giving full support and direction to the black vote division of the Committee for the Re-Election of the President. Fred Malek concurs that Calhoun will be needed as a backup to Scott noting that even though there are not large gains to be made in minority areas, we might as well try for all the votes we can. While detailing him over here is the cheapest way of obtaining his services it also leaves us open for Hatch Act problems. You should know that Calhoun worked with Bob Brown and Stan Scott on the black fund raising dinner and in fact was responsible for most of the good publicity that it received. On the other hand, however, the Wilkes Hatch Act problem still exists and Calhoun could be implicated in the future. Therefore, the only alternatives that would leave us free of any Hatch Act problems are: 1. Put him on 1701 payroll; or 2. Bring him on the White House Staff. He checks out ok security-wise, so I recommend that he be brought aboard the White House Staff to save any further drain on the 1701 resources. APPROVE DISAPPROVE OTHER
