BUCHANAN MR. HUSTON FROM: H.R. HALDEMAN We should set up a program that allows for Kevin Phillips, John Sears, and other young intellectuals, to make recommendations. However, we should be extremely careful to make sure that this is removed from the White House and that the advice is given to the RNC National Chairman and then forwarded from him to us. The same would be true for the Buckley organization, including Cliff White. The major purpose of something like this is both to get their views and to enlist them as advocates as we go into the next two years. FE [ItemN.S] [Item 25 November 27, 1970 MEMORANDUM FOR : MR. HALDEMAN SUBJECT : 1972 Voter Groups The President would like you to sit down with Colson and Rumsfeld and make some decisions as to where we should be concentrating in order to have the greatest impact with regard to the heavy industrialized states in 1972. Colson has suggested that the group consisting of White ethnic middle-class working family men is the one we should go after. Rumsfeld, on the other hand, puts primary emphasis on what he calls the suburbanite, who is not a member of a labor union, and generally white-collar. There is no question but that we should continue to cultivate Catholics clearly apart from whether they are labor or white collar, and that we should work hard on ethnics - particularly East Europeans and Italians.
