THE WHITE HOUSE WASHINGTON March 9, 1970 INFORMATION Summary of progress in Federal minority employment and civil rights MEMORANDUM FOR THE PRESIDENT This memorandum concerns a report prepared by Bob Brown on the progress made during 1969 by the various Federal departments and agencies in the areas of minority group employment, civil rights and minority affairs (Tab 1). The report reveals that definite gains were made in each of the above areas, and reaches the following specific conclusions: More than 150 Negroes were appointed to top policy-making, supervisory, managerial and advisory positions during 1969. There was a significant increase in 1969 in the number of minority group persons employed throughout the Government in grades GS-10 through GS-16. All agencies responded positively to the Presidential memoranda of March 28, and August 8, 1969, and Executive Order 11478, of the latter date, prescribing a policy of government-wide equal em- ployment opportunity. The agency responses included the initiation of training and skill building programs, the intensification of efforts to recruit and hire minorities at all levels, and the appointment of high-level officials to administer equal opportunity programs. Federal and Federally-assisted programs having an impact upon minorities were implemented with increased effectiveness. The Department of Justice filed a total of 178 actions during 1969 to enforce civil rights laws -- 47 more actions than were filed in 1968.
