November 16, 1970 TALKING PAPER FOR THE PRESIDENT RE: PHONE CALL TO NEIL McELROY REGARDING BRYCE HARLOW'S LEAVE OF ABSENCE gno Purpose of Call: To persuade McElroy and P&G to continue Harlow's present leave of absence for another two years to enable him to take the post as Chairman of the Republican National Committee and carry out the vital party leadership role that he is uniquely qualified to handle. Background: 1. The Attorney General talked with McElroy on the phone on Thursday of last week and felt that he had had a satisfactory con- versation regarding the extension of Harlow's leave. 2. Harlow had lunch with McElroy on Friday and at that time McElroy told him he felt it would be very unlikely that P&G would be able to extend Harlow's leave for a partisan purpose. McElroy felt that this would be more difficult than keeping him on a leave of absence to serve in the government. 3. The Attorney General asked McElroy to keep the matter open following his luncheon with Harlow pending a direct call from the President. 4. The Attorney General advises there is no legal, moral, or reasonable business impediment to P&Gs continuing the Harlow leave of absence.
