Cancer Program
The purpose of this memorandum is to advise you as to
the legislative status of the cancer program.
Hearings are scheduled for Thursday, June 10, on the
Administration's bill, S.1828, which was introduced by
Senator Dominick.
Since your bill was introduced on May 11, we have been
working with Benno Schmidt, Elmer Bobst and other members
of the Panel of Consultants together with HEW on this
legislation. This working group has developed a number
of clarifying amendments which are in keeping with the
principles you annunciated on May 11. The legislation
ensures that:
1. The cancer program would have an independent budget
which you would allocate.
2. The director of the program would report directly to
you.
3. Coordination with NIH would be required.
4. The full weight of the office of the Presidency would
be behind the effort.
After talking at considerable length with Benno Schmidt
and Elmer Bobst, I have agreed that the name of the agency
should be changed to the Conquest of Cancer Agency versus
on
the Cancer Cure Program which we originally announced.
