Meeting with the Attorney General and
John Ehrlichman
Tuesday, June 15, 1971

I. PURPOSE
The purpose of the meeting is to decide whether or not to support
legislation which would compensate parties incurring losses caused
by the Federal Drug Administration's banning of the use of
cyclamates.
II. BACKGROUND
The House Judiciary Committee has asked HEW, Commerce, Justice,
Treasury, Agriculture and OMB for reports on bills which would
compensate parties incurring losses caused by FDA's banning of the
use of cyclamates CID artificial sweeteners. Similar bills were
introduced in the 91st Congress, but the Executive Branch did not
submit any formal reports.
Attached at Tab A is a decision paper prepared by the Office of
Management and Budget which outlines the proposed indemnification
legislation and the positions of the affected Departments.
I recommend that you read this paper.
Generally, the Departments of Commerce and Agriculture support
the legislation and favor indemnification.
