EHRLICHMAN SUBJECT: Enrolled Bill H. R. 6503 - For the relief of Captain Claire E. Brou The attached legislation is a private relief bill authorizing payment of $100, 000 to Captain Claire E. Brou, United States Air Force (retired), in full settlement of her claims against the U. S. arising from injuries sustained in April 1968 while undergoing a diagnostic study at Walter Reed Army Medical Center. Both Cap Weinberger and Defense feel that there is no justification for granting Captain Brou the special award proposed in H. R. 6503 (Tab B). In their judgement, approval of the bill would create a serious precedent. However, Bill Timmons (Tab A) recommends signature noting that: This is an extremely important issue with Rules Chairman Bill Colmer who has been one of the most important Democrats work- ing with the President on legislative matters, and we are depending on his help to hold up bad legislation during the next several weeks. Senator Eastland has asked that his support for the legislation be brought to the President's attention. You should review only the specific comments of Bill Timmons (Tab A) and Cap Weinberger (Tab B). RECOMMENDATION That you sign the bill because of the critical role Congressman Colmer and Senator Eastland play in our overall legislative strategy.
