VETERANS STRATEGY
The problem:
A rash of past and future veteran stories create an impression of
indifference to Vietnam and other veterans.
Aside from the general effect, this can erode important Congressional
support for other Administration measures.
The objective:
To establish that the President and his Administration care, and are
doing something important for Vietnam veterans - and have an
excellent record regarding veterans as an entire group.
The plans:
1.
Congressional focus. Because of the Hill aspect of the problem
special attention should be focused on the Armed Services and
Foreign Affairs Committees.
Kissinger, Richardson, Clements and similar heavy Administration
figures should immediately call on all members of these committees
to explain
a.
our record
b.
the pocket vetoes
C.
the recent negative stories and our explanations
d.
the reasons for possible future vetoes
e.
the Vietnam veteran and POW programs
