SUBJECT:
War Powers Veto
I understand from General Haig that the recommendation
for you to call Rep. Richard Ichord (D-Mo) was not
productive because the Member was "locked in" by being
a co-sponsor of the legislation.

Ichord did not co-sponsor the vetoed bill. He did sponsor
a War Powers measure some time ago that was substantially
different from the enacted legislation.
A member of this office talked personally to Ichord over the
weekend and he indicated he was undecided on the veto but
would try to be helpful if at all possible. Therefore, we
carried him as questionable in our lists.
Considering the Member's past support for Administration's
legislation and his position as a Democratic chairman, I
thought he would be a good prospect for a Presidential call.
