Memorandum for: Mr. Butterfield
From: Rex Scouten
Subject: Exit driveway - West Drive to West Executive Avenue.
Enclosed is a grounds map indicating an exit driveway for
West Wing appointments.
As proposed, the drive would be 12 feet wide, approximately
100 feet long, eliminate 5 parking spaces on West Executive and
would cost approximately $4,800.00. Construction time, 3 weeks.
Although I personally do not favor adding any more blacktop
to the grounds and feel certain that some pressure would have to be
applied to the Commission on Fine Arts to secure their approval, the
proposed drive would have some advantages:

If all traffic exited via this drive, the required opening of
the North West gate would be 50% less than now.
Vehicles exiting would not block pedestrian traffic on
the Pennsylvania Avenue sidewalk. They would use the traffic
signal at West Executive.

It would, to some extent, eliminate the possibility of a
vehicle exiting from the West Wing meeting a vehicle entering from
the North West Gate which, of course, would cause one or the other
to back up

has been approved. Materials will be shipped from Hibbing, Minnesota
next week by motor freight as each of the 2 units weigh 750 pounds.
