Tab B is a rundown on the surtax, together with thoughts for your
use in the meeting.
Tab C lists the participants.
The following schedule is suggested:
I. 8:00-8:30 a.m.
Breakfast
II. 8:30-9:30 a.m.
Discussion of trip
III. 9:30-10:00 a.m.
Surtax
A. Opening statement - the President
B. Hale Boggs - House Ways and Means on tax reform
C. Secretary Fowler - Consequences of delay of surtax
D. Secretary Dillon - Effects of delay on financial community
including stock market
E. Secretary Anderson - International aspects of delay
F. Chairman Bill Martin - Effects of delay on credit markets
and interest rates
G. Secretary Kennedy - Summation
(Each of the above persons understands his remarks are to be
limited to 3 minutes.)
IV. In terminating the surtax discussion, I am sure you will like
to stress that you are eager not to put anyone on the spot;
rather you are simply conveying to them the extremely serious
considerations which compel you as President to emphasize the
necessity for going forward now with the surtax extension
rather than holding it for tax reform.
